Book excerpt: "Foreign-born non-citizens serving in the US military have a proven record of courage, valor, and self-sacrifice. The US has depended on its immigrant population to provide the essential manning and critical skills needed to fight its wars from the Revolutionary War through joint global operations today. Both the US Congress and previous White House administrations have recognized the value of foreign-born contributions to national defense and established legal pathways towards military service and naturalization for immigrant service members. After the tragic events of 9/11, the US expanded immigrant recruitment through programs such as MAVNI, which enlisted over 10,000 foreign recruits with highly sought language and healthcare expertise. Recent DoD policy changes, though, have halted the MAVNI program and severely restricted enlistment and naturalization opportunities for highly qualified and skilled immigrants due to national security concerns. This paper reviews the history of US foreign-born military service recruitment and naturalization policies as well as immigrant service member contributions; additionally, it evaluates the impacts of current DoD policies. It also analyzes and rejects the often-cited national security concerns of foreign infiltration in the US military and current argument for limiting non-citizen enlistment and naturalization. Finally, it provides recommendations on how to best capitalize on the benefits provided by foreign-born non-citizen service members to fill critical DoD capability requirements."--Abstract.
