Book excerpt: This report analyses MoD's annual report and accounts 2004-05 (published in October 2005 - later than planned - as HC 464, session 2005-06, ISBN 0102935424) which combines MoD's annual performance report and the consolidated departmental resource accounts. Overall MoD's performance against its seven Public Service Agreement (PSA) targets has been mixed: three were "met", two were "partly met", one was "on course" to be met, and one was "not yet assessed". On recruitment and retention (partly met) all three armed services are suffering from critical shortages in various specialist trades, including aircrew and medical personnel. Although MoD reported £400m of savings in the operating costs of the Defence Logistics Organisation, the Committee criticizes the fact that not all of them could be validated. On procurement, MoD did not meet the targets relating to project time slippage. Cost decreases of £699 million were reported on the top 20 major defence equipment projects, but much of this was a result of cuts in the numbers of equipment ordered or in the capability of equipment. Losses reported in MoD's Financial Accounts totalled some £400 million, a lower figure than the previous year but still a substantial sum. Reported losses on the Landing Ship Dock (Auxiliary) programme, which involves the procurement of four transport ships, were some £100 million and further losses might arise. Another loss totalling £147 million related to a building project at the Atomic Weapons Establishment at Aldermaston. The building was unable to meet the requirement and no other use could be found for it. It is another example of substantial waste which has to avoided in the future.

The MoD's assessment of its expected achievements against its six Public Service Agreement (PSA) targets, which run until the end of March 2008, has deteriorated since the previous year's Annual Report and Accounts. At the end of 2007, the MoD did not expect to meet the target relating to generating forces and expects "only partly" to meet targets relating to recruitment and retention, and defence equipment procurement. The failure to meet the target for generating forces is a consequence of the continuing high levels of deployment of the Armed Forces. The Committee is concerned that the Armed Forces have been operating at or above the level of concurrent operations they are resourced and structured to deliver for seven of the last eight years, and for every year since 2002. Achieving manning balance in all three Service continues to be a challenge. Shortages remain within many specialist trades in all three Armed Services, but especially in the Army Medical Service. The report notes the failure to meet harmony guidelines in the Army and the Royal Air Force - another indicator of the pressure on the Armed Forces from the continuing high level of operations - and another target missed by all three services is for ethnic minority recruitment. The MoD continues to experience substantial forecast cost increases on equipment programmes, and the report notes delays in delivering equipment programmes to the planned in-service dates. The MoD faces difficult choices in the face of expected cuts in the defence programme and the management of a streamlining exercise to reduce civilian posts in the headquarters.

Finally, the report examines the role of reserve personnel in the Defence Medical Services. Clinical care provided by the Defence Medical Services (DMS), in conjunction with the NHS, for personnel injured on operations is world-class. Rehabilitation work is also found to be exceptional. Services to the armed forces are delivered by the DMS, NHS, charities and welfare organisations, and this helps link the community with service personnel. The Committee would like a wider debate on which services are most appropriately provided by each sector. The Ministry of Defence's decision to base its secondary care around units embedded in NHS Trust is supported, but there is scope for more sharing of best practice between the DMS and the NHS. With veterans, the Committee is not sure adequate procedures are in place to identify veterans and to ensure priority access to services. Mental health is a vital responsibility for DMS, but a robust tracking system for veterans is needed. The reserve forces' contribution to the delivery of military healthcare is praised, but there is a danger of being overstretched.

As of July 2006, the trained strength of the armed forces stood at around 180,690, with an estimated shortfall of 5,170 against the Departments requirement. Overall the armed forces are not in manning balance, with the figures masking a wider shortage of trained personnel within a range of specific trade groups across all three services. All three services expect to be within manning balance by April 2008, though historically the services have consistently run below the full manning requirement. The NAO has identified 88 operational pinch point trades where there is insufficient trained strength to perform operational tasks. The report sets out a number of conclusions and recommendations, including: that the Department should review overall manning requirements within individual operational pinch points and also develop guidelines on the expected levels of voluntary outflow for individual operational pinch points; regular surveys of personnel should be carried out, focusing on factors that reduce retention; the Department should also assess the impact of the work/life balance and the extent to which breaches of individual harmony may be understated; further, the Department should look to investigate measures to provide greater stability and certainty of work patterns for personnel between operational deployments; also that a cost effective analysis should be conducted on the payment of financial retention incentives and the impact on decisions to continue serving in the armed forces; the Department should also review the scope of schemes which provide opportunities to offer competitive salaries, and consider the recruitment to a wider range of trades than is currently the practice; the Department should also develop a clear order of priority for the wide range of long-term projects it has planned and commit to firm timescales and funding programmes for the most important. They are an integral and vital part of the United Kingdom's defence capability, making up some 11 per cent of the Iraq Operation TELIC manpower since 2003, for example. But the Ministry of Defence (the Department) faces a number of challenges in sustaining the future use of the Reserve Forces. All of the Volunteer Reserves are below strength, with the highest manning levels, at December 2005, in the Territorial Army at 81 per cent of current requirement. There are difficulties in providing training for Reservists, caused by problems with scheduling, resource constraints and the lower priority they are given. Turnover is high: many Reservists cite personal, family and employment pressures as reasons for leaving, but also reasons such as "inadequate support" and "no longer a challenge". The Department is not yet in a strong position to judge the cost-effectiveness of Reserve Forces: the NAO estimates the total cost of the Reserves as £440 million, implying that the approximate cost of a member of the Territorial Army, for example, is some £10,000 a year when not deployed, compared with a cost of £55,000 a year for a soldier in the Regular Army. The costs for Reserves are not full costs, so should be treated with care, but the comparison suggests that the use of Reserves is a cost-effective option where that use does not impact adversely on their availability for future requirements or on Reservists, their families and employers. The NAO makes thirteen recommendations concerning recruitment, training, costs, performance, retention, and welfare and support services.
