Book excerpt: The Ministry of Defence is currently replacing hundreds of existing computer systems with a single new system, called the Defence Information Infrastructure (DII). The programme to design, install and run this is being led by the ATLAS consortium. The programme began in March 2005 and will cost an estimated £7.1 billion by 2015, if fully implemented. The implementation has suffered major delays. The main causes of the delay of terminal installation being over-optimistic assumptions about the condition of the buildings into which DII would be fitted. The DII Programme also provides a range of core software such as word process, email, internet access and security. This should all have been available in June 2006, but less than half of the requirement had been delivered two years later. As a result of these problems, the Department's existing computer systems have had to be used for longer than intended with the increased risk that one or more of them will fail. On the bases of a report by the Comptroller and Auditor General, the Committee examined the Ministry of Defence on the difficulties experienced on the DII Programme in the past and the measures put in place to deliver improvement in future.

Available in PDF, EPUB and Kindle. Book excerpt: The present volume aims to provide an overview of the current understanding of the so-called Critical Infrastructure (CI), and particularly the Critical Information Infrastructure (CII), which not only forms one of the constituent sectors of the overall CI, but also is unique in providing an element of interconnection between sectors as well as often also intra-sectoral control mechanisms. The 14 papers of this book present a collection of pieces of scientific work in the areas of critical infrastructure protection. In combining elementary concepts and models with policy-related issues on one hand and placing an emphasis on the timely area of control systems, the book aims to highlight some of the key issues facing the research community.

Available in PDF, EPUB and Kindle. Book excerpt: In 2000, the Ministry of Defence (the Department) began to develop plans to replace existing diverse systems with a single information infrastructure to enable better communication, to promote more efficient ways of working, and to obtain better value for money. In March 2005, the Department let a contract with ATLAS, a consortium with EDS as the prime contractor, for the installation and management of a new infrastructure over 10 years. The Defence Information Infrastructure Programme (DII) will eventually incorporate 150,000 terminals for 300,000 users at over 2,000 defence sites, including on ships and deployed operations. The parts of the Programme which the Department has on contract are estimated to cost £4.9 billion. As with other major IT programmes, DII is intrinsically complex and challenging. In this case, the Programme's size and demanding requirements for security and deployment to theatres of military operations are particularly exacting. It is also challenging to manage in terms of the complex interconnection with other business change programmes and the level of churn in the Department's business, and has had to be introduced into a diverse, and in places poor quality, estate. The Programme reports that it has already achieved or enabled benefits to date of £916 million. But the Programme's implementation difficulties have led to key elements of it running 18 months late. This delay has led to postponement of the achievement of some benefits, particularly the savings associated with switching off legacy systems and the longer term benefits from improved ways of working. The National Audit Office makes recommendations on preparation, implementation, service management and costs.

One of the most important elements of this enhanced security is the protection of critical infrastructure. This book presents edited contributions from the NATO Advanced Training Course (ATC) on Critical Infrastructure Protection - Best Practices and Innovative Methods of Protection, held in Agadir, Morocco, from 6 to 12 May 2018. The main objective of the course was to bring together specialists working in the area of protecting critical infrastructure in NATO Member and Partner countries to share their knowledge and expertise. One lecture block was dedicated to important legal aspects, as these differ from country to country. The other main topic areas included the structural design and protection of critical infrastructure, new materials and material analysis, and material and construction testing at elevated impact velocities via experiment and numerical simulation. New designs for critical infrastructure elements were also demonstrated. The course provided an ideal forum for speakers and participants from government, academia, and military bodies to exchange information and best practice, while at the same time creating links to foster further collaboration and the exchange of ideas about the protection of critical infrastructure, and the book will be of interest to all those whose work involves protecting critical infrastructure from the threat of terrorist attack.

The 39 revised full papers presented were carefully reviewed and selected from a total of 70 submissions. All the contributions highlight the current development in the field of Critical (Information) Infrastructures and their Protection. Specifically they emphasized that the efforts dedicated to this topic are beginning to provide some concrete results. Some papers illustrated interesting and innovative solutions devoted to understanding, analyzing and modeling a scenario composed by several heterogeneous and interdependent infrastructures. Furthermore, issues concerning crisis management scenarios for interdependent infrastructures have been illustrated. Encouraging preliminarily results have been presented about the development of new technological solutions addressing self-healing capabilities of infrastructures, that is regarded as one of the most promising research topics to improve the infrastructures’ resilience.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores Australia's prospective cyber-warfare requirements and challenges. It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defence's responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s. The Foreword has been contributed by Professor Kim C. Beazley, former Minister for Defence (1984--90), who describes it as 'a timely book which transcends old debates on priorities for the defence of Australia or forward commitments, (and) debates about globalism and regionalism', and as 'an invaluable compendium' to the current process of refining the strategic guidance for Australia's future defence policies and capabilities.

Book excerpt: Technological innovation and the military have always been in a state of constant interaction, fostered especially during the post-Cold War period. In this context, the present study focuses on the relationship of Italian, American, British, French and German Armed Forces with Information Communication Technology (ICT). The aim is to analyse in a Euro-Atlantic perspective the path undertaken by the Italian Army to develop Network Enabled Capabilities (NEC) through the “Forza NEC” Program. The acronym NEC refers to the interconnection of different elements of the Armed Forces in a single broad network, making them interact in order to achieve a strategic superiority. The book is composed of three chapters, which offer respectively an analysis of the American case, an overview of recent developments in France, Germany and the UK, and a discussion of the situation in Italy. The volume – which comes four years after the IAI publication The Transformation of Armed Forces: The Forza NEC Program – aims at analysing state of the art of the evolving relationship between technological innovation and the Armed Forces. This evolution is hindered by the fact that efforts to digitize and interconnect land forces and their equipment by using ICT sometimes clash with both operational difficulties and budget constraints. Such a clash poses challenges and roadblocks on the way towards NEC undertaken by the Armed Forces of the countries discussed in this book.
