Book excerpt: Oak Ridge National Laboratory Environmental Technology Section has been performing Independent Verification (IV) activities for U.S. DOE sites since 1986. DOE has successfully used IV in the Uranium Mill Tailings Remedial Action Program, Decontamination and Decommissioning projects, and Formerly Utilized Sites Remedial Action Projects/Surplus Facilities Management Program. Projects that have undergone IV range from small residential properties to large, industrial sites. The IV process provides a third-party review conducted by an independent organization. The purpose is to verify accuracy and completeness of contractor field measurements and final documentation, evaluate the credibility of procedures, and independently assess post-cleanup conditions versus decommissioning project plans and release criteria. Document reviews of plans, dose models, procedures, and reports are some IV activities undertaken. Independent measurements are also collected during field visits to confirm the contractor's findings. Corrective actions for discrepancies are suggested if necessary. Finally, archival and reporting of the final site environmental conditions for project closeout and certification are completed. The IV contractor reports to DOE headquarters and acts as a quality assurance feedback mechanism. An IV also provides additional assurance that projects are planned, carried out, and documented properly. Decommissioning projects benefit from the IV process by: (1) cost and time savings from early identification of potential problems, (2) assurance that cleanup meets regulatory guidelines, and (3) technical reviews and consultation with experts in field instrumentation, sampling strategy, etc. Some lessons learned from the IV process include avoiding: (1) improper survey techniques, (2) reporting data in units not comparable with guideline values, (3) premature release of surfaces, (4) poor decommissioning project planning, (5) misapplication of release guidelines. 20 refs.

Book excerpt: This vOlume contains the invited and contributed papers pre sented at the American Nuclear Society (ANS) meeting on Decontamina tion and Decommissioning (D & D) of Nuclear Facilities, held Septem ber 16-20, 1979, in Sun Valley, Idaho. This was the first U. S. meeting of the ANS which addressed both of these important and related subjects. The meeting was attended by more than 400 engineers, scientists, laymen, and representatives of federal, state, and local governments, including participants from eleven foreign countries. The technical sessions included several sessions concentrating on ongoing D & D programs in the U. S. and abroad. In addition, "new ground" was broken in such areas as decommissioning costs and cost recovery, advanced programs on reactor coolant filtration, and other areas of continuing and increasing importance to the nuclear industry and to consumers. The dual sponsorship of the meeting (The ANS Reactor Operations Division and the Eastern Idaho Section of the ANS) helped spur a high quality program, a pleasant location, and a high degree of suc cess in technical interchange between the attendees. As guest speaker, we were honored to have Mr. Vince Boyer of Philadelphia Electric Company. Mr. Boyer is both a past chairman of the ANS Reactor Operations Division and a past president of the American Nuclear Society. His views on the nuclear industry and of its current status were informative and interesting.

Available in PDF, EPUB and Kindle. Book excerpt: Beyond Decommissioning: The Reuse and Redevelopment of Nuclear Installations presents the most up-to-date research and guidance on the reuse and redevelopment of nuclear plants and sites. Consultant Michele Laraia extensively builds upon experience from the redevelopment of non-nuclear industrial sites, a technical field that has considerably predated nuclear applications, to help the reader gain a very thorough and practical understanding of the redevelopment opportunities for decommissioned nuclear sites. Laraia emphasizes the socioeconomic and financial benefits from very early planning for site reuse, including how to manage the decommissioning transition, anticipate financial issues, and effectively utilize available resources. With an increasing number of decommissioning projects being conducted worldwide, it is critical that knowledge gained by experts with hands-on experience is passed on to the younger generation of nuclear professionals. Besides, this book describes the experiences of non-nuclear organizations that have reutilized the human, financial, and physical site assets, with adaptations, for a new productive mission, making it a key reference for all parties associated with nuclear operation and decommissioning. Those responsible for nuclear operation and decommissioning are encouraged to incorporate site reuse within an integrated, beginning-to-end view of their projects. The book also appeals to nuclear regulators as it highlights more opportunities to complete nuclear decommissioning safely, speedily, and in the best interests of all concerned parties. Includes lessons learned from worldwide case studies of reuse and repurposing of nuclear plants from both the nuclear and non-nuclear industries Provides practical guidance on a broad-spectrum of factors and opportunities for nuclear decommissioning Identifies the roles and responsibilities of parties involved, including nuclear operators, regulators and authorities, land planners and environmentalists

Book excerpt: Once a nuclear installation has reached the end of its safe and economical operational lifetime, the need for its decommissioning arises. Different strategies can be employed for nuclear decommissioning, based on the evaluation of particular hazards and their attendant risks, as well as on the analysis of costs of clean-up and waste management. This allows for decommissioning either soon after permanent shutdown, or perhaps a long time later, the latter course allowing for radioactivity levels to drop in any activated or contaminated components. It is crucial for clear processes and best practices to be applied in decommissioning such installations and sites, particular where any significant health and environmental risks exist. This book critically reviews the nuclear decommissioning processes and technologies applicable to nuclear power plants and other civilian nuclear facilities. Part one focuses on the fundamental planning issues in starting a nuclear decommissioning process, from principles and safety regulations, to financing and project management. Part two covers the execution phase of nuclear decommissioning projects, detailing processes and technologies such as dismantling, decontamination, and radioactive waste management, as well as environmental remediation, site clearance and reuse. Finally, part three details international experience in the decommissioning of nuclear applications, including the main nuclear reactor types and nuclear fuel cycle facilities, as well as small nuclear facilities and legacy nuclear waste sites. Critically reviews nuclear decommissioning processes and technologies applicable to nuclear power plants and other civilian nuclear facilities Discusses the fundamental planning issues in starting a nuclear decommissioning process Considers the execution phase of nuclear decommissioning projects, including dismantling, decontamination, and radioactive waste management, as well as environmental remediation, site clearance and reuse
