Obviously, the application of these concepts to political institutions, more specifically, to the analysis of the European Union and, as it seems, the election of the President of the United States is getting more and more popular. There are, however, also new theoretical instruments and perspectives that support these applications: First of all, the probabilistic model of coalition formation has to be mentioned which is made operational by the multilinear extension of the characteristic function form of coalition games. This instrument triggered off a reinterpretation of existing power indices and the formulation of new indices. This development is accompanied by an intensive discussion of the concept of power in general - what do we measure when we apply power measures? - and the properties that an adequate measure of power has to satisfy. Various concepts of monotonicity were proposed as litmus test. The discussion shows that the underlying theories of coalition formation play a decisive role. New results will be discussed in this volume. Its contributions put flesh and blood on the theoretical innovations and their applications that led to a growing interest in power indices and coalition formation.

Book excerpt: Studying the member states' constitutional choice of European decision rules most power index analyses concentrate on the relative decisiveness of member states in the Council of Minister. However, this emphasis has two shortcomings: First, it ignores the interaction between the Commission, the Council of Ministers and the European Parliament which provides multi-cameral decision making for European legislation. Second, although relative decisiveness is applied to the measurement of the member states' (expected) distribution of legislative gains, it does not take into account the member states' expectation of the extent of gains depending on their absolute inclusiveness. In this article we present a model of member states' constitutional choice of European decision rules with regard to the two notions of power: actors' relative decisiveness and their absolute inclusiveness in decision making. We present an index to measure inclusiveness and we apply our concept to European multi-cameral procedures. Hereby, we give an account for the member states' recent reforms of legislative procedures.

Joining practical planning with political science perspectives and the work of critical theorists such as Jürgen Habermas, it directly examines urban planning as a process of governance. The dilemmas inherent to democracy are used as key organising principles and challenges for planning. Collective knowledge development and steering processes are examined as the core purposes of urban planning. Communicative planning’s grounding in the work of Habermas is revisited to develop practical ways of examining overall planning systems. This theoretical approach can be adapted to a range of planning systems and settings beyond those examined in the book, such as corporate or political realms. It is one of only a few analyses that bring together theoretical understandings and grounded and practical analyses of an Australian planning system. Conceptual and highly practical explanations of how and why the Victorian system does and doesn't ’work’ are revealed.
