CoopIS is a multi-disciplinary conference, which deals with all aspects of cooperation. The relevant disciplines are: collaborative work, distributed databases, distributed computing, electronic commerce, human-computer interaction, multi-agent systems, information retrieval, and workflow systems. The CoopIS series provides a forum for well-known researchers who are drawn by the stature and the tradition of these conference series and has a leading role in shaping the future of the cooperative information systems area. CoopIS 2000 is the seventh conference in the series and the fifth conference organized by the International Foundation on Cooperative Information Systems (IFCIS). It is sponsored by the IFCIS, the IBM Research Laboratory in Haifa and Compaq, Tandem labs Israel. It replaces the former international workshops on Interoperability in Multidatabase systems (IMS) and the conference series on Cooperative Information Systems (CoopIS & ICICIS). In response to the call for papers 74 papers were submitted. Each of them was reviewed by at least three reviewers, and at the end of this process 24 papers were accepted for presentation at the conference. Six additional papers were selected for short presentations. In addition the conference includes two panels, two keynote speakers (Professor Calton Pu from Georgia Tech and Professor Sheizaf Rafaeli from Haifa University) and one tutorial. On this occasion, editors Colin Eden and Marc Kilgour asked me to write a brief history of the eld to provide background and context for the volume. They said that I am in a good position to do so: Actively involved in creating the GDN Section and serving as its chair; founding and leading the GDN journal, Group Decision and Negotiation as editor-in-chief, and the book series, “Advances in Group Decision and Negotiation” as editor; and serving as general chair of the GDN annual meetings. I accepted their invitation to write a brief history. In 1989 what is now the Institute for Operations Research and the Management Sciences (INFORMS) established its Section on Group Decision and Negotiation. The journal Group Decision and Negotiation was founded in 1992, published by Springer in cooperation with INFORMS and the GDN Section. In 2003, as an ext- sion of the journal, the Springer book series, “Advances in Group Decision and Negotiation” was inaugurated.

Book excerpt: This book proposes an approach to analyzing, designing and implementing Group Decision Support Systems (GDSS). The experience gained in developing a concrete system, Co-oP, suggests that GDSS should be distributed, loosely-coupled and process-driven. A distributed and loosely-coupled GDSS architecture provides autonomy and flexibility for individual decision-making, and homogeneity and simplicity for group problem solving. Also, process-driven GDSS are able to deal with the unpredictable nature of group problems since collective decision processes have been shown to be the only elements in a GDSS that are (i) stable enough to fit into most collective problems, (ii) reasonably structurable to be implementable, and (iii) sufficiently controllable to guarantee appropriate use. From a Multiple Criteria Decision-Making (MCDM) viewpoint, this book supports the integrated use of various MCDM methods to help a GDSS (i) support a wide range of decision situations, (ii) attenuate the difficulty of information search, (iii) allow division of decision-making tasks, and (iv) permit consensus seeking analysis. Co-oP runs on a network of individual workstations. It contains a set of MCDM methods, techniques of aggregation of preferences, and a consensus seeking algorithm to support negotiation. Electronic communication among group members is monitored by a group norm filter which is adaptable to a large number of collective decision situations. This book also reports some empirical evaluations of Co-oP and expands the proposed approach to non-cooperation and organizational decision-making.

The volume is intended to complement existing DSS literature by offering an outlet for thoughts and research particularly suited to the theme of describing the next twenty years in the area of decision support. Several subthemes are planned for the volume. One subtheme draws on the assessments of internationally known DSS researchers to evaluate where the field has been and what has been accomplished. A second subtheme of the volume will be describing the current best practices of DSS research and teaching efforts. A third subtheme will be an assessment by top DSS scholars on where the DSS discipline needs to focus in the future. The tone of this volume is one of enthusiasm for the potential contributions to come in the area of DSS; contributions that must incorporate an understanding of what has been accomplished in the past, build on the best practices of today, and be integrated into future decision making practices.
