The topics addressed in this book include participatory budgeting, social capital, community participation, local capacity development, and poverty alleviation, which are discussed in detail from the perspectives of local politics, public administration, rural economy, and community studies. The multifaceted interrelations between these disciplines are analyzed to formulate a framework identifying the opportunities and challenges involved in formulating guiding principles for the implementation of decentralization. Readers are provided with the necessary intellectual groundwork through theoretical discussions and case studies involving grassroots realities in Indonesian villages. This book is highly recommended for all readers who are seeking an in-depth understanding of modern efforts to effectively implement decentralization in developing countries to promote local democratization, community empowerment, and poverty alleviation.

Available in PDF, EPUB and Kindle. Book excerpt: June 1995 Although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. Special strategies are needed to address the widespread incidence of rural poverty in developing countries, but initiatives aimed at improving the rural standard of living have not consistently reduced poverty. Parker examines the rationale for a specific rural focus in poverty reduction programs and reviews recent attempts to encourage rural development. He discusses the role decentralization could play in rural development programs and analyzes recent efforts to implement decentralized rural development programs. Parker concludes that although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. He suggests a conceptual model--based on a soufflé theory of decentralization--that incorporates the essential elements of political, fiscal, and institutional decentralization as they relate to rural development outcomes. Like a soufflé that requires just the right combination of milk, eggs, and heat to rise, a successful program of decentralization must include just the right combination of political, fiscal, and institutional elements to improve rural development outcomes. This paper--a product of the Sector Policy and Water Resources Division, Agriculture and Natural Resources Department--is part of a larger effort in the department to develop a new strategy for rural development. The study was partly funded by the Bank's Research Support Budget under the research project Decentralization, Fiscal Systems, and Rural Development (RPO 679-68).

Book excerpt: Communities need a holistic approach to address the problems that affect the people at the grass root. The planning of the direct beneficiaries involves decentralization in order to allow the lower power centers to widely take part in the development of society. Concerns of the grass root people form the need for decentralization and local governance. People’s involvement in the planning on the village level and all local government units, makes the identification and solving of the problem easier. High participatory levels of all the people especially the marginalized, encourages innovation to source for the appropriate solutions to the common problems that face society. It therefore calls a decentralized system that caters for the voters’ preferences while providing for their services. The people’s concerns call for local planning and the transfer of power to the public so that services are brought nearer to the people. This study will cover the aspects of local government and decentralization such as good governance, democratization, civil society, deconcentration, devolution and delegation, and its relation to the development of societies.

Information on Cameroon, about history of environmental development; This study adopts an interdisciplinary approach to provide an account of why Buea is still backward in terms of socio-economic development. It examines the role of Local Governments (LGs) in rural development in supposedly democratic decentralized systems via the framework of empowerment. In other words, what are the consequences when power is devolved from the central government to the LGs? The study is conducted in the South West Province of Cameroon and in Buea precisely, which has its own peculiarities in both demographic and ecological terms when we closely observe rural areas and its associated concerns. The study argues that political empowerment is a necessary prerequisite in development. This perspective also assumes that political decentralization enhances empowerment which provides an appropriate framework for responding efficiently to the needs of the local populace

Book excerpt: This book explores the controversy in political science surrounding the civil society/social capital paradigm, by studying the performance of decentralized governments in West Bengal and Bangladesh. Gram panchayats and NGOs provide the focus of the study. The study intends to determine whether a growth in social capital can explain why decentralized governments seem to be more effective in West Bengal, though both areas decentralized their governments around the same time. The two regions have shared for centuries a common history, civic culture, ethnic identity and language, though religion led to the separation of the regions.

Available in PDF, EPUB and Kindle. Book excerpt: This book is based on an empirical research which explores bottom-up development practices initiated and organized by rural communities in the Indonesian periphery by placing “communication” at its core of analysis. The aim is to determine the extent that the Indonesian decentralization policy and the use of internet and other digital Information and Communication Technologies (ICTs) has affected the theory and practice of development communication as well as changes in relations between the center and the periphery within the context of Indonesian rural development. The book takes on periphery perspective in center-periphery interactions and relations. Hence, it belongs to "periphery research" that has rarely been used in recent decades. By using Grounded Theory for its data collection and analysis method, the results of this study are grouped into two major thematic categories: “communication development”, instead of development communication, and “communication empowerment”.
