Book excerpt: La réforme chinoise des entreprises d'Etat constitue un cas à part parmi tous les pays de l'économie planifiée ayant choisi la transition vers l'économie de marché. La principale spécificté de l'exception chinoise réside dans le fait qu'elle n'avait pas recouru à la privatisation massive pour réformer ses entreprises d'Etat, contrairement à la plupart des pays de l'Europe centrale et orientale. Depuis 1978, la Chine s'est engagée sur une voie "graduelle", caractérisée par l'abandon de la planification et l'acroissement de l'autonomie juridique et financière des entreprises d'Etat, dans l'objectif d'améliorer le performance de ces dernières. Le bilan de la réforme chinoise est bien plus remarquable que celui de la plupart des pays de l'Europe centrale et orientale, à tel point que la Chine est devenue aujourd'hui un exemple à suivre par les pays en transition de l'économie planifiée à l'économie de marché. Toutefois, le succès de la réforme chinoise n'est pas imputable à l'amélioration de la performance du secteur étatique, mais grâce au développement des entreprises privées et des entreprises d'économie mixte. Globalement, la situation des entreprises d'Etat s'est dégradée malgré le soutien inconditionnel des autorités de différents échelons. Cette contre-performance du secteur étatique s'explique en grande partie par l'échec de l'objectif de la réforme : l'autonomie des entreprises qui doivent toujours remplir des missions politiques et sociales. Ni la reconnaissance de la personnalité juridique, ni la contractualisation des relations entre l'Etat, ni la transformation en société n'ont pas réussi à séparer les entreprises du gouvernement. Elles ont en revanche renforcer le rapport entre entreprises et les autorités locales. Au plan financier, le désengagement systématique de l'Etat n'a pas été compensé par un acrcroissement significatif de l'autofinancement ; cela explique la forte dépendance des entreprises aux sources de financement extérieures ainsi que les difficultés dans lesquelles se trouvent la plupart des entreprises d'Etat.
