En effet, la libération des pays d'Europe centrale, la recomposition géopolitique qu'elle a entraînée ainsi que le nouveau poids économique et politique de l'Allemagne unie suscitent des craintes en Europe. Les partenaires de la RFA redoutent à nouveau les "incertitudes allemandes" quant à son ancrage à l'ouest. L'objet de cette thèse est d'analyser cette nouvelle préoccupation européenne. Pour ce faire, il est nécessaire d'étudier la politique étrangère menée par la Chancellerie depuis la chute du mur de Berlin tant à l'égard de ses partenaires au sein de l'Union européenne (première partie) qu'à l'égard des pays d'Europe centrale et orientale et de l'ex-URSS (deuxième partie). Plus que jamais, il apparaît que l'Union européenne demeure pour la RFA le cadre de référence politique, même si l'on assiste depuis 1989-1990 a une intensification de ses relations avec l'est de l'Europe. La chute du mur de berlin permet aujourd'hui à la RFA de jouer un nouveau rôle : celui d'un pont entre les deux Europe. L'unité allemande et l'unification européenne constituent donc bel et bien les deux faces d'une même médaille.

Most of those who believe that, however, have no understanding of how, and why, it became possible to imagine that the diverse peoples of Europe might be united in a single political community. The Pursuit of Europe tells the story of the evolution of the 'European project', from the end of the Napoleonic Wars, which saw the earliest creation of a 'Concert ofEurope', right through to Brexit. The question was how, after centuries of internecine conflict, to create a united Europe while still preserving the political legal and cultural integrity of each individual nation. The need tofind an answer to this question became more acute after two world wars had shown that if the nations of Europe were to continue to play a role in the world they could now only do so together. To achieve that, however, they had to be prepared to merge their zealously-guarded sovereign powers into a new form of trans-national constitutionalism. This, the European Union has tried to do. Here, Anthony Pagden argues that it has created not as its enemies have claimed, a'super-state' but a new post-national order united in a political life based, not upon the old shibboleths of nationalism and patriotism, but upon a common body of values and aspirations.It is this, argues Pagden, that will allow the Union to defeat its political enemies from within, and to overcome the difficulties, from mass migration to the pandemic, which it faces from without. But it will only succeed in doing so if it also continues to evolve as it has over the past two centuries.

Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.
