Die Komplexität der Europäischen Gemeinschaft - mit ihrem institutionellen Mehrebenencharakter und ihrem historischen Erbe - bedarf einer Reduktion. Solch eine Reduktion von Komplexität kann erreicht werden, indem der Druck der „ständig zunehmenden Möglichkeit von der beschränkt belastbaren Erlebnisfähigkeit des Menschen“ minimiert wird. Eine geistige Ordnung zur Erfassung der relevanten Aspekte des von mir zu bearbeitenden Themas erhoffe ich mir daher von dem Versuch der Betrachtung der EU aus der Perspektive von Eastons Systemtheorie. Aus seiner Analyseperspektive ist es klar, dass aufgrund des hohen Abstraktionslevels, die von mir zu bearbeitende Fragestellung nicht beantwortet werden kann; die Möglichkeit der Beantwortung hierauf liegt wohl vielmehr auf der konkreteren Dimension der polities, des Mehrebenencharakters der europäischen Gemeinschaft sowie der sozialen Legitimation der EU in der Bevölkerung. Trotzdem erlaubt mir Eastons Systematik eine Einordnung der auch für die EU geltenden verschiedenen Dimensionen des Politikbegriffs, nämlich polity, politics und policy. Ich stelle mir im Folgenden die Frage, ob die an Kompetenzen gewachsene europäische Gemeinschaft (EG) bei ihrer Entwicklung hin zu einer politischen Union (EU) mit komparativen demokratietheoretischen Kriterien, die sich aus dem Vergleich mit Nationalstaaten entwickelt haben, zu messen ist oder ob man an eine Grenze der Übertragbarkeit entsprechender Konzepte stößt. Hierbei werde ich auch näher auf die politischen Institutionen (polities) sowie aktuelle politische Inhalte (policies) und die Prozesse, welche die politischen Entscheidungen (politics) für die Menschen in der EU verbindlich machen, eingehen. Außer mit politikwissenschaftlichen Methoden ist das politische System der EU aber auch aus rechtswissenschaftlicher Perspektive zu betrachten. Der eigentlich aus den Rechtswissenschaften stammende Terminus „sui generis“, der hier in meiner Fragestellung im Zusammenhang mit der EU verwendet wird, rechtfertigt einen Exkurs in die Juristerei, um die Idee hinter dieser umständlichen und gewollt uneindeutigen Bezeichnung für das vereinte Europa zu erläutern.

Assuming that every actor that gets involved in decision-making processes has a particular lobbying goal, there is a heterogeneous set of actors competing against each other to provide information to the decision-makers. This competition leads some stakeholders to be more successful in achieving their goals than others. Frames, and the framing of information, play an important role in such lobbying success. In this book, Daniel Rasch questions whether and, if so, how, information impacts lobbying success and shows how various actors perform in three instances of European decision-making. He does so by combining findings from a qualitative content analysis with the results of a cross-case analysis using the quantified qualitative data. The new dataset contains a representative sample of over 200 position papers from EU level and national consultations, press releases and evidence from national stakeholders in Germany, Sweden and the United Kingdom. Lobbying Success in the European Union effectively bridges research on interest mediation and framing studies, and offers a new model for measuring stakeholders’ success.
