Book excerpt: With utilities in the U.S. and around the world increasingly moving toward smart grid technology and other upgrades with inherent cyber vulnerabilities, correlative threats from malicious cyber attacks on the North American electric grid continue to grow in frequency and sophistication. The potential for malicious actors to access and adversely affect physical electricity assets of U.S. electricity generation, transmission, or distribution systems via cyber means is a primary concern for utilities contributing to the bulk electric system. This paper seeks to illustrate the current cyber-physical landscape of the U.S. electric sector in the context of its vulnerabilities to cyber attacks, the likelihood of cyber attacks, and the impacts cyber events and threat actors can achieve on the power grid. In addition, this paper highlights utility perspectives, perceived challenges, and requests for assistance in addressing cyber threats to the electric sector. There have been no reported targeted cyber attacks carried out against utilities in the U.S. that have resulted in permanent or long term damage to power system operations thus far, yet electric utilities throughout the U.S. have seen a steady rise in cyber and physical security related events that continue to raise concern. Asset owners and operators understand that the effects of a coordinated cyber and physical attack on a utility's operations would threaten electric system reliability-and potentially result in large scale power outages. Utilities are routinely faced with new challenges for dealing with these cyber threats to the grid and consequently maintain a set of best practices to keep systems secure and up to date. Among the greatest challenges is a lack of knowledge or strategy to mitigate new risks that emerge as a result of an exponential rise in complexity of modern control systems. This paper compiles an open-source analysis of cyber threats and risks to the electric grid, utility best practices for prevention and response to cyber threats, and utility suggestions about how the federal government can aid utilities in combating and mitigating risks.

Chapter 4 describes how to prepare for an engagement, and chapters 5-8 address each of the four phases. The CCE phase chapters take the reader on a more granular walkthrough of the methodology with examples from the field, phase objectives, and the steps to take in each phase. Concluding chapter 9 covers training options and looks towards a future where these concepts are scaled more broadly.

Book excerpt: The electric power delivery system that carries electricity from large central generators to customers could be severely damaged by a small number of well-informed attackers. The system is inherently vulnerable because transmission lines may span hundreds of miles, and many key facilities are unguarded. This vulnerability is exacerbated by the fact that the power grid, most of which was originally designed to meet the needs of individual vertically integrated utilities, is being used to move power between regions to support the needs of competitive markets for power generation. Primarily because of ambiguities introduced as a result of recent restricting the of the industry and cost pressures from consumers and regulators, investment to strengthen and upgrade the grid has lagged, with the result that many parts of the bulk high-voltage system are heavily stressed. Electric systems are not designed to withstand or quickly recover from damage inflicted simultaneously on multiple components. Such an attack could be carried out by knowledgeable attackers with little risk of detection or interdiction. Further well-planned and coordinated attacks by terrorists could leave the electric power system in a large region of the country at least partially disabled for a very long time. Although there are many examples of terrorist and military attacks on power systems elsewhere in the world, at the time of this study international terrorists have shown limited interest in attacking the U.S. power grid. However, that should not be a basis for complacency. Because all parts of the economy, as well as human health and welfare, depend on electricity, the results could be devastating. Terrorism and the Electric Power Delivery System focuses on measures that could make the power delivery system less vulnerable to attacks, restore power faster after an attack, and make critical services less vulnerable while the delivery of conventional electric power has been disrupted.

Book excerpt: The last few years have seen the threat of a crippling cyber-attack against the U.S. electric grid increase significantly. Secretary of Defense Leon Panetta identified a "cyber-attack perpetrated by nation states or extremist groups" as capable of being "as destructive as the terrorist attack on 9/11." A five-year old National Academy of Sciences report declassified and released in November 2012 found that physical damage by terrorists to large transformers could disrupt power to large regions of the country and could take months to repair, and that "such an attack could be carried out by knowledgeable attackers with little risk of detection or interdiction." On May 16, 2013, the Department of Homeland Security testified that in 2012, it had processed 68% more cyber-incidents involving Federal agencies, critical infrastructure, and other select industrial entities than in 2011. It also recently warned industry of a heightened risk of cyber-attack, and reportedly noted increased cyber-activity that seemed to be based in the Middle East, including Iran. Current efforts to protect the nation's electric grid from cyber-attack are comprised of voluntary actions recommended by the North American Electric Reliability Corporation (NERC), an industry organization, combined with mandatory reliability standards that are developed through NERC's protracted, consensus-based process. Additionally, an electric utility or grid-related entity may take action on its own initiative. In light of the increasing threat of cyber-attack, numerous security experts have called on Congress to provide a federal entity with the necessary authority to ensure that the grid is protected from potential cyber-attacks and geomagnetic storms. Despite these calls for action, Congress has not provided any governmental entity with that necessary authority. In 2010, bipartisan cyber-security legislation known as the GRID Act passed the House of Representatives by voice vote. If enacted, this legislation would have provided the Federal Energy Regulatory Commission (FERC) with the authority to require necessary actions to protect the grid. However, this legislation did not pass the Senate and has not been taken up again by the House since that time. To inform congressional consideration of this issue, Representatives Edward J. Markey and Henry A. Waxman requested information in January 2013 from more than 150 investor-owned utilities (IOUs), municipally-owned utilities, rural electric cooperatives, and federal entities that own major pieces of the bulk power system. As of early May, more than 60% of the entities had responded (54 investor-owned utilities, 47 municipally-owned utilities and rural electric cooperatives, and 12 federal entities). The cyber-attack topic has developed into a national interest because high-profile network breaches have created fear that computer network hacks and other security related attacks have the potential to jeopardize the integrity of the nation's critical infrastructure. The United States requires a functional and resolute critical infrastructure to cultivate its economic and political strength.The most important asset within the nation's 16 critical infrastructure lineup is the national power grid. The Department of Homeland Security (DHS) refers to the energy sector as the "backbone of our nation's economy, security, and health." Without electrical power, just about everything from emergency services equipment to residential lighting, in our information-age reliant society will not work. Parts of the U.S. electrical network are aging past a century, comprised of power plants averaging 30 years old. The massive and outdated electrical grid is a sprawling machine constructed of millions of equipment pieces, many that require replacement or overhaul. Obsolete equipment that are now interconnected to complex automated systems have the potential to leave an entire electrical grid vulnerable to hackers. If hackers were to remotely shut off decrepit but critical electrical transformers at three strategically located substations in the Northeastern part of the United States during a winter when energy demand peaks, power would likely have to be routed from nearby states. The intentional act of shutting off important electrical transmission and distribution equipment can cause a domino effect by creating cascading power outages across multiples cities or states.

According to this analysis, a lack of compliance with voluntary security standards has made the electric grid "highly vulnerable to attacks from Iran and North Korea" and additional dangers such as geomagnetic storms from solar activity. This analysis issues three major findings. The findings, based on its authors' survey of more than 150 utilities, cooperatives and federal entities owning major pieces of the nation's electric system, suggest the following: the electric grid is the target of numerous and daily cyber-attacks; most utilities only comply with mandatory cyber-security standards but not voluntary NERC recommendations; and most utilities have not taken concrete steps to reduce the vulnerability of the grid to geomagnetic storms. In addition to the third finding, the analysis reports it is unclear whether the number of available spare transformers is adequate to bring the nation's electric grid back online following a major incidence of sunspots or other geomagnetic storms.
