Book excerpt: This report considers the biological and behavioral mechanisms that may underlie the pathogenicity of tobacco smoke. Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.

Book excerpt: Despite having a number of potential attributes (such as being English-speaking, having poverty levels below that of comparable countries and a reasonably well-educated labour force), Jamaicas economic history is marked by the paradoxes of low growth in GDP and high employment despite high investment and important achievements in poverty reduction. This publication seeks to examines these issues, and topics discussed include: poverty reduction and income inequality; whether Jamaicas GDP growth has been underestimated; policy options for reducing the fiscal and debt burden, revitalising the financial system; improving education outcomes, tackling the economic costs of crime, and improving international competitiveness.

Book excerpt: In spite of all the papers that others have written about the manuscript, there is no complete survey of all the approaches, ideas, background information and analytic studies that have accumulated over the nearly fifty-five years since the manuscript was discovered by Wilfrid M. Voynich in 1912. This report pulls together all the information the author could obtain from all the sources she has examined, and to present it in an orderly fashion. The resulting survey will provide a firm basis upon which other students may build their work, whether they seek to decipher the text or simply to learn more about the problem.

Available in PDF, EPUB and Kindle. Book excerpt: The genesis of this volume was the participation of the editors in an ACMlSIGIR (Association for Computing Machinery/Special Interest Group on Information Retrieval) workshop entitled "Beyond Word Relations" (Hetzler, 1997). This workshop examined a number of relationship types with significance for information retrieval beyond the conventional topic-matching relationship. From this shared participation came the idea for an edited volume on relationships, with chapters to be solicited from researchers and practitioners throughout the world. Ultimately, one volume became two volumes. The first volume, Relationships in the Organization of Knowledge (Bean & Green, 200 I), examines the role of relationships in knowledge organization theory and practice, with emphasis given to thesaural relationships and integration across systems, languages, cultures, and disciplines. This second volume examines relationships in a broader array of contexts. The two volumes should be seen as companions, each informing the other. As with the companion volume, we are especially grateful to the authors who willingly accepted challenges of space and time to produce chapters that summarize extensive bodies of research. The value of the volume clearly resides in the quality of the individual chapters. In naming this volume The Semantics of Relationships: An Interdisciplinary Perspective, we wanted to highlight the fact that relationships are not just empty connectives. Relationships constitute important conceptual units and make significant contributions to meaning.

Book excerpt: Praise for the Third Edition “Researchers of any kind of extremal combinatorics or theoretical computer science will welcome the new edition of this book.” - MAA Reviews Maintaining a standard of excellence that establishes The Probabilistic Method as the leading reference on probabilistic methods in combinatorics, the Fourth Edition continues to feature a clear writing style, illustrative examples, and illuminating exercises. The new edition includes numerous updates to reflect the most recent developments and advances in discrete mathematics and the connections to other areas in mathematics, theoretical computer science, and statistical physics. Emphasizing the methodology and techniques that enable problem-solving, The Probabilistic Method, Fourth Edition begins with a description of tools applied to probabilistic arguments, including basic techniques that use expectation and variance as well as the more advanced applications of martingales and correlation inequalities. The authors explore where probabilistic techniques have been applied successfully and also examine topical coverage such as discrepancy and random graphs, circuit complexity, computational geometry, and derandomization of randomized algorithms. Written by two well-known authorities in the field, the Fourth Edition features: Additional exercises throughout with hints and solutions to select problems in an appendix to help readers obtain a deeper understanding of the best methods and techniques New coverage on topics such as the Local Lemma, Six Standard Deviations result in Discrepancy Theory, Property B, and graph limits Updated sections to reflect major developments on the newest topics, discussions of the hypergraph container method, and many new references and improved results The Probabilistic Method, Fourth Edition is an ideal textbook for upper-undergraduate and graduate-level students majoring in mathematics, computer science, operations research, and statistics. This book was released on 2014-09-15 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: Wastewater treatment plants are large non-linear systems subject to large perturbations in wastewater flow rate, load and composition. Nevertheless these plants have to be operated continuously, meeting stricter and stricter regulations. Many control strategies have been proposed in the literature for improved and more efficient operation of wastewater treatment plants. Unfortunately, their evaluation and comparison – either practical or based on simulation – is difficult. This is partly due to the variability of the influent, to the complexity of the biological and biochemical phenomena and to the large range of time constants (from a few minutes to several days). The lack of standard evaluation criteria is also a tremendous disadvantage. To really enhance the acceptance of innovative control strategies, such an evaluation needs to be based on a rigorous methodology including a simulation model, plant layout, controllers, sensors, performance criteria and test procedures, i.e. a complete benchmarking protocol. This book is a Scientific and Technical Report produced by the IWA Task Group on Benchmarking of Control Strategies for Wastewater Treatment Plants. The goal of the Task Group includes developing models and simulation tools that encompass the most typical unit processes within a wastewater treatment system (primary treatment, activated sludge, sludge treatment, etc.), as well as tools that will enable the evaluation of long-term control strategies and monitoring tasks (i.e. automatic detection of sensor and process faults). Work on these extensions has been carried out by the Task Group during the past five years, and the main results are summarized in Benchmarking of Control Strategies for Wastewater Treatment Plants. Besides a description of the final version of the already well-known Benchmark Simulation Model no. 1 (BSM1), the book includes the Benchmark Simulation Model no. 1 Long-Term (BSM1_LT) – with focus on benchmarking of process monitoring tasks – and the plant-wide Benchmark Simulation Model no. 2 (BSM2). Available in PDF, EPUB and Kindle. Book excerpt: How should one organise a ministry of education which has only a small group of professional staff? Officers must become multi-functional; but what tasks should be grouped together, and how? What styles of management are needed for the highly personalised nature of small states, in which individuals have multiple out-of-work relationships as well as formal in-work ones? What arrangements can be made for career paths in a small organisation? And how can small ministries best manage the demands of regional and international linkages? These are among questions addressed in this book. It is the product of a pan-Commonwealth project in which officers from small ministries contributed practical insights. Experiences have been distilled and analysed, and are presented in a lively and readable format for both administrators and trainers.A companion book contains 14 case studies in a country-by-country format. Also available from the Commonwealth Secretariat, it is entitled Ministries of Education in Small States: Case Studies of Organisation and Management.

Available in PDF, EPUB and Kindle. Book excerpt: "The global disruption to education caused by the COVD-19 pandemic is without parallel and the effects on learning are severe. The crisis brought education systems across the world to a halt, with school closures affecting more than 1.6 billion learners. While nearly every country in the world offered remote learning opportunities for students, the quality and reach of such initiatives varied greatly and were at best partial substitutes for in-person learning. Now, 21 months later, schools remain closed for millions of children and youth, and millions more are at risk of never returning to education. Evidence of the detrimental impacts of school closures on children's learning offer a harrowing reality: learning losses are substantial, with the most marginalized children and youth often disproportionately affected. Countries have an opportunity to accelerate learning recovery and make schools more efficient, equitable, and resilient by building on investments made and lessons learned during the crisis. Now is the time to shift from crisis to recovery - and beyond recovery, to resilient and transformative education systems that truly deliver learning and well-being for all children and youth."--The World Bank website.
