Available in PDF, EPUB and Kindle. Book excerpt: Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Available in PDF, EPUB and Kindle. Book excerpt: 'The United Nations system was a pioneer in the field of technical cooperation, and capacity development is its central mandate. UNDP has long played an important leadership role in both, as a source of technical cooperation funds and advisory services and as the home of innovative intellectual research and analysis on how to make them more efficient and effective. This book [presents] a vision that builds on new possibilities for knowledge-sharing, for which the revolution in information and communications technologies offers ample opportunities... a vision that is firmly founded on genuine ownership by the ultimate beneficiaries of development efforts: the government and citizens of developing countries' From the Foreword by MARK MALLOCH BROWN, Administrator, UNDP Capacity for Development brings together innovative and well-supported studies of technical cooperation along with its potential to build sustainable capacities in developing countries, by enhancing the knowledge, skills and productive aptitudes of their populations. A team of eminent development professionals and economists examine the achievements of technical cooperation and offer recommendations for reform in the context of globalization, democratisation, the information revolution and the growth of capacities in the South. They analyse the issues from three perspectives: ownership, capacity enablers and knowledge. The team show how the complex processes involved can be restructured to produce local involvement and empowerment, set out a normative framework for the input from society, and describe a new paradigm of knowledge for capacity building in the network age. This book will be essential reading for all development professionals and policy-makers, as well as providing an invaluable research and teaching resource.

This book was released on 2015-07-01 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: Democratizing educational access and building capacity in developing countries and amongst indigenous peoples in developed countries may be elusive but are hopeful goals. Many developing countries are striving to reengineer their incoherent education systems at a time when they are most vulnerable, particularly with susceptibility to natural disasters, political unrests, and economic instabilities (UNESCO, 2007). Similarly, indigenous peoples in developed countries are seeking more control over education as they consider the long?term effects of educational policies that have been forced on them. Research on education and social change in developing countries has a long history (Glewwe, 2002; Hanushek, 1995; Sider, 2011). However, there is limited research on educational capacity?building in developing countries such as Kenya, Honduras, Haiti, Ghana, Hong Kong, India, Peru, China, and Thailand. Further, the educational frameworks by which Indigenous peoples (M?ori, Canada’s First Nations, and American Indian/Alaska Natives) have been educated have some significant similarities to those encountered in developing countries. The compilation of chapters illuminates research and collaborative initiatives between the authors and local leaders in developing countries’ and Indigenous peoples in developed countries’ efforts to solve the complexity of social inequities through educational access and quality learning. The authors draw on theoretical lens, knowledge bases, and strategies, and identify trends and developments to provide the scope of educational improvement in a globalization context (Brooks & Normore, 2010; Jean?Marie, Normore & Brooks, 2009).

Available in PDF, EPUB and Kindle. Book excerpt: The Millennium Development Goals, adopted at the UN Millennium Summit in 2000, are the world's targets for dramatically reducing extreme poverty in its many dimensions by 2015 income poverty, hunger, disease, exclusion, lack of infrastructure and shelter while promoting gender equality, education, health and environmental sustainability. These bold goals can be met in all parts of the world if nations follow through on their commitments to work together to meet them. Achieving the Millennium Development Goals offers the prospect of a more secure, just, and prosperous world for all. The UN Millennium Project was commissioned by United Nations Secretary-General Kofi Annan to develop a practical plan of action to meet the Millennium Development Goals. As an independent advisory body directed by Professor Jeffrey D. Sachs, the UN Millennium Project submitted its recommendations to the UN Secretary General in January 2005. The core of the UN Millennium Project's work has been carried out by 10 thematic Task Forces comprising more than 250 experts from around the world, including scientists, development practitioners, parliamentarians, policymakers, and representatives from civil society, UN agencies, the World Bank, the IMF, and the private sector. This report argues that meeting the Millennium Development Goals will require a substantial reorientation of development policies to focus on key sources of economic growth, particularly the use of scientific and technological knowledge and related institutional adjustments. It outlines key areas for policy action, including focusing on platform or generic technologies; defining infrastructure services as a foundation for technology; improving higher education in science and placing universities at the center of local development; spurring entrepreneurial activities; improving the policy environment; and focusing on areas of under-funded research for development.

Book excerpt: The terminal evaluation serves a double purpose of (i) providing evidence on project performance (delivery of results) for accountability and transparency purposes, and (ii) promoting learning and knowledge sharing within FAO and GEF and among the global and national partners to strengthen the institutional and technical capacities of countries to meet the ETF requirements of the Paris Agreement. The evaluation used a combination of methods to gather information: document review, semi-structured interviews of pilot country representatives, other key stakeholders and CBIT-Forest Partners, and project management and Project Steering Committee members, as well as a brief survey targeted at pilot country partners. The evaluation used interviews and surveys to provide evidence on project performance, with particular emphasis on assessing the achievement of outcomes and impacts, value-added and benefits provided through participation in the CBIT-Forest project, sustainability, general value-added and lessons learned.

The articles in this edition are grouped under quality assurance, higher education, management, business, library, information and communications technology, special education, internationalization, and science issues with a view of proffering solutions, suggestions, and recommendations to several questions that may have risen over time in the academia.
