Book excerpt: This research examined the spatial allocation of fire departments in Omaha, Nebraska. The Omaha Fire Department is also the public's primary source for emergency fire and medical response. The goal of this thesis is to use spatial allocation analysis to relocate current fire stations and build new stations to best serve the public. Several variables are used to assess the current status of the fire departments to find optimum locations for new stations. The standard for evaluating fire response is explained in the National Fire Protection Association's (NFPA) 1710 document. The NFPA 1710 document is a national standard for all fire departments and medical response. The variables used in 1710 are response time, type of call, and the area of coverage for each station. By assessing these variables, inefficiencies in the locations of fire stations within Omaha were identified. Population forecast models were also used to assess future station development. These forecasting models will create an understanding of future demand. This project found several weaknesses in Omaha's fire station locations and identified ways to improve Omaha's emergency response times.

Book excerpt: The locations of fire stations are an extremely important decision for emergency service providers and public officials to make in order to efficiently and effectively carry out fire and EMS service coverage to a jurisdiction's population and property. The provision of these essential services is vital and their deployment should be strategically located to allow for faster response times traveled by emergency vehicles. This study examines the current location set of all fire stations that deploy fire protection and emergency medical services (EMS) services in Toledo, Ohio. The goals of this study are to improve the efficiency of coverage in terms of decreasing total travel times and employing an 8 minute travel time constraint due to National Fire Protection Agency (NFPA) standards, in order to increase overall protection and safety. This study employs the methodologies of the MINISUM location allocation strategy and will utilize a maximum distance constraint to exclude long and unacceptable response times, increase efficiency of emergency services, reduce response times, thus increasing overall effectiveness in service delivery. The location allocation study of Toledo fire stations will be implemented with a Geographic Information System (GIS) to allow for a systematic and thorough location analysis approach. By using a GIS, the information and data collected from the relocation analysis will show that a lower objective function (z) can be achieved by decreasing total weighted aggregate travel time by fire station vehicles from its respective fire station. After choosing which fire stations in the current location set should be relocated, the study will recommend where they should be built and a comparison will be conducted of analyzing the opportunity costs associated with moving fire stations and altering the service area territories from fire station relocation.

Book excerpt: "Fire station location models use distance from demand nodes to measure service accessibility and to make fire station siting decisions. In addition, the Insurance Services Office and the National Fire Protection Agency set response standards for Fire Departments in units of distance and set home insurance rates based upon adherence to these distance standards. This analysis shows that straight-line distance and shortest network path distance are only weakly correlated with actual response time (R2=0.22 and R2=0.37 respectively). Instead, response time variation is shown to result largely from the number of corners an emergency vehicle must turn to reach an incident. Together, corner incidence and journey length account for 92% of the variation in response times. These findings call for a review of existing distance-based location models and indicate a need to develop an algorithm to efficiently detect corners on a network in a GIS. This paper also explores the influence of socio-demographic (e.g., racial composition of neighborhood, wealth of neighborhood) and behavioral (e.g., 911 call frequency, false alarm frequency) variables on the speed at which emergency services respond. The analysis indicates that the influence of such variables on response time is insignificant; that the Fire Department in Cincinnati responds equitably without regard for the socio-demographic or behavioral characteristics of a neighborhood. Implications of these results are presented for policy and future research"--Abstract

Thus, the Searcy Fire Department has planned for the placement of four fire stations in addition to the three that already exist. The purpose of this study was to determine the efficiency of the projected locations of fire station two and fire station four in relation to responses to seven target locations. Fire station two must be relocated farther east to reduce travel times to the eastern part of Searcy and is first in the prioritization of station construction. Fire station four is next in prioritization and will be placed in the southern part of Searcy. The three criteria of apparatus travel distances, apparatus travel times, and the effect on property insurance rates were used. These criteria were researched and compared between the current fire station locations and the projected locations, leading to a projection of efficiency.
