Part III presents and discusses the international experience of development of the environmental economy under the conditions of climate change given the specifics of developed and developing countries and based on the case experience of Central Asia, the EAEU, and Russia. In Part IV, technological transition (Fourth Industrial Revolution) is offered as a perspective response of the global economic policy to climate change. Scenarios of the fight against climate change in the Decade of Action depending on the scale of the technological transition are described: digital economy vs Industry 4.0 and Society 5.0. Three milestones mark this 30-year process of social and political interaction: the United Nations Conference on the Human Environment (UNCHE), held in Stockholm in 1972, the first international meeting at a high political level convened to address environmental issues; the 1992 United Nations Conference on Environment and Development (UNCED), held in Rio de Janeiro; and the WSSD, which attempted to set policy goals and targets for the global environmental and developmental challenges previously identified.But what did the WSSD achieve? Following the summit there have been various opinions of its significance and its outputs, many of them negative. This book argues that there is a need to place the WSSD in its broader context. Understanding the connections between the WSSD and its precedents as well as those between this overall process and individual environmental decision-making processes (such as on climate change), and how they all contribute to the overall global policy process, adds a critical dimension to the analysis of the WSSD outcomes. This book examines the challenges facing the global policy process for sustainable development as it continues beyond Johannesburg into the future. The advantage of smart technologies to combat climate change is their increased flexibility and adaptability, as well as the resistance of smart (automated, robotic) machines to different environmental conditions. The academic significance of the book is attributable to the fact that it covers, as widely and comprehensively as possible, the full range of ground-breaking smart green innovations in Industry 4.0 with a potential of climate change risk management: from green finance (for example, blockchain-based cryptocurrencies) to smart and clean energy, as well as smart industrial innovations in Industry 4.0. Book excerpt: This Open Access book deals with the pressing question of how to achieve transformational change that reconciles development with environmental sustainability. It particularly focuses on the role of evaluation in finding sustainable solutions. Environment and development are closely interlinked, as are human health and ecosystem health. The pandemic that began in 2020 demonstrated in no uncertain terms how destruction of habitats has allowed hitherto unknown pathogens spill over to humans wreaking havoc on people’s lives and livelihoods. We are already seeing the impacts of global climate change in terms of heatwaves, forest fires and increased storms. The Sustainable Development Goals (SDGs) explicitly recognize the equal importance of the social, economic and environmental dimensions of development. In these turbulent times, when humankind faces multiple complex challenges it is essential to know that our responses are effective and that they make a positive difference. Evaluation can provide invaluable lessons to how we design policies, strategies and programs and how we allocate limited resources between competing priorities. This book brings together key thinkers and practitioners from the public and private sectors, from major multilateral organizations and from bilateral donor agencies, to present the latest knowledge and experience on how to evaluate interventions in the nexus of environment and development. The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.
