While I write these lines a withdrawal of $2, 3 gold from the Treasury causes a fresh tremor and confusion of tongues. Everybody assures everybody else, and tries to assure himself, that it is of no consequence. Probably no harm will come of it, but why should it be noticed at all, except by a few dealers in foreign exchange? Because the public Treasury undertakes to maintain the ultimate gold reserve of the country, and because people doubt whether it can do so at all times. Are these doubts unreasonable? The only law on the statute book really effective for the discharge of this obligation was passed in 1862 for a different emergency, had been forgotten a quar ter of a century, and was discovered by accident the last day in the afternoon. As regards the act of 187 5 (under which gold was twice procured last year for the replenish ment of the Treasury) it is a matter of dispute whether it is still in force, or whether it lapsed when specie payments were resumed. A dispute on such a question is itself an incentive to panic. Moreover, everything depends upon the mood and temper of the Administration for the time being whether such powers as the law confers shall be exercised wisely and promptly, or exercised at all. In that book I trie to give a bird's-eye view of the whole situation of trade and economics in the country. Owing to the number of subjects that had to be dealt with, the treatment was necessarily brief. The situation in China at the moment is full of interesting possibilities. Reform is in the air, and the necessity for it is being felt more keenly than at any past time. No one interested in this country, in any manner, can escape at least the thought of some scheme, or schemes, tending towards the reformation of China's government and finances. Having given a summary of the financial and economic situation, past and present, it is but a step further to attempt to formulate plans for the future. I have, therefore, endeavoured to sketch some suggestions for reform in this, and the two succeeding volumes on Taxation in China and Industries and Agriculture in China. At the beginning, I believed that I laid my plans on too large a scale, by arranging to treat the whole subject in two volumes. The scope widened as the work progressed, and I found myself confronted with the necessity, of writing, not two volumes, but four. In the body of the book, I have given my reasons for beginning with Currency and Banking. Even on these subjects, the amount of information available to the average man has been very meagre; hence, I was obliged to go more into detail, than I should have wished, concerning the past, in order to enable my readers to grasp thoroughly my schemefor reform Especially on Banking, it has been a case of pioneer work, because no one, so far as I can trace, has ever attempted to write comprehensively on that subject. I do not give out my scheme as the ideal, or as satisfying every requirement of reform. But I believe that it is the most suitable in the present circumstances in this country. So far as the bank is con cerned it is practically the same as a credit given to a depositor in his bank book, and whether this credit be in the form of a book entry to the depositor's credit, against which he may draw checks, or in the form of a bank note makes but little difference to the bank. Book excerpt: Excerpt from A History of Banking and Currency in Ohio Before the Civil War: A Thesis Presented to the Faculty of the Graduate School of Cornell University for the Degree of Doctor of Philosophy In the following pages on the development of banking and currency in Ohio from 1803 to 1863 an attempt has been made to point out also some of the relations of those subjects to the general economic and political history of the state. The monograph had its origin several years ago in the seminary in business organization of Professor Jeremiah W. Jenks while the writer was a graduate student in Cornell University, and to Professor Jenks he is indebted for many helpful suggestions and discussions in planning and prosecuting the work in its early stages. To Dr. Charles H. Hull, Professor of American History, Cornell University, and to Dr. Frank A. Fetter of Princeton University, formerly Professor of Political Economy and Finance, Cornell University, the author also owes a debt of gratitude. Both of these gentlemen read much of the manuscript and their careful criticisms proved of great value throughout the study. What began as an investigation of the development of business organization in Ohio prior to 1863 soon resolved itself into a study of banks and banking, for during that period banks were the largest and the most numerous representatives of the corporate form of business organization in the state. They were the pioneers in big business in Ohio. It has seemed proper to treat the subject in two parts: first, because authorized banking almost ceased in Ohio between 1843 and 1845, as may readily be seen from the diagram in the appendix; second, because the basis of note issue, the chief function of a bank in those days, was entirely different in Ohio before from what it was after the dates unamed; and finally, because at that time the practice of incorporating banks by special acts of the legislature gave way to the method of organizing them under general laws.
