Book excerpt: Advancing public dialogue surrounding the issues of migrants and refugees, the volume explores the dynamic representations of the recent movement of people from and through the Balkans. It investigates how people within the Balkans view their others, how the West regards the Balkans, and how emigrants from the Balkans reflect upon their experiences as members of cosmopolitan diasporic communities. Highlighting latent tensions between center and periphery and furthering the discussion of racialization related to the Balkans, the collection exposes contradictions in social values, which give rise to national anxieties. Approaching mobility from multiple disciplines, the volume examines several instances of border flows in media, literature, and culture in general, flows of ideas and people. To analyze mobility to, from, and in the Balkans requires one to address the issue of difference, otherness, and race as it relates to South East Europe and as it is understood and reproduced in both transnational and local forms. The racialized category of “migrant” necessitates an understanding of how transnational concepts of race translate into constructs of whiteness and blackness and inform subject positions of the individual and motivate discourses of racialization within communities.

Book excerpt: The contributors to this volume encourage a re-thinking of the very notion of culture by examining the experiences, situations and the representations of those who chose – or were forced – to change cultures from the nineteenth century to the present day. Beyond a simple study of migration, forced or otherwise, this collective work also re-examines the model of integration. As recent entrants into new social settings may be perceived as affecting the previously-accepted social equilibrium, mechanisms encouraging or inhibiting population flows are sometimes put in place. From this perspective, “integration” may become less a matter of internal choice than an external obligation imposed by the dominant political power, in which case “integration” may only be a euphemism for cultural uniformity. The strategies of cultural survival developed as a reaction to such a rising tide of cultural uniformity can be seen as necessary points of departure for an ever-growing shared multiculturalism. A long-term voluntary commitment to make cultural boundaries more flexible and allow a more engaged individual participation in the process of defining the self and finding its place within a culture in movement may represent a key element for cultural cohesion in a globalized world.

In so doing, the book analyses the role of the various cultural, ethnic, gender, and national encounters pertinent to narratives of travel and migration in transforming and problematizing the identities of both the travelers and "travelees" enacting in the borderzones between cultures. While the individual essays by scholars from a wide range of countries deal with a variety of case studies from various historical, spatial, and cultural locations, they share a strong central interest in the ways in which the narratives of travel contribute to the imagining of ethnic encounters and how they have acted as sites of transformation and transculturation from the early nineteenth century to the present day. In addition to discussing textual representations of travel and migration, the volume also addresses the ways in which cultural texts themselves travel and are reconstructed in various cultural settings. The analyses are particularly attentive to the issues of globalization and migration, which provide a general frame for interpretation. What distinguishes the volume from existing books is its concern with travel and migration as ways of forging transcultural identities that are able to subvert existing categorizations and binary models of identity formation. Ranging from discussions of re-territorialization, multiculturalism, “digisporas” and transnational politics and ethics, to September 11th, the Pentagon’s New Map, American legislation on Chinese immigration, Gianni Amelio’s film Lamerica, Keith Piper’s online installations and Doris Salcedo’s Atrabiliarios, the collection aims to follow three different theoretical trajectories. First, it seeks to rethink our concepts of mobility in order to open them up to the complexity that structures the thoughts and practices of a global order. Second, it critically examines the privileged position of concepts and metaphors of mobility within postmodern theory. In juxtaposing conflictual theoretical formulations, the book sets out to present the competing responses that fuel academic debates around this issue. Finally, it evaluates the influence of our increasingly mobile conceptual frameworks and everyday experience on the redefinition of politics that is currently under way, especially in the context of Post-Marxist theory.
