Download or read book Creating Kosovo written by Elton Skendaj and published by Cornell University Press. This book was released on 2014-12-18 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: In shaping the institutions of a new country, what interventions from international actors lead to success and failure? Elton Skendaj’s investigation into Kosovo, based on national survey data, interviews, and focus groups conducted over ten months of fieldwork, leads to some surprising answers. Creating Kosovo highlights efforts to build the police force, the central government, courts, and a customs service. Skendaj finds that central administration and the courts, which had been developed under local authority, succumbed to cronyism and corruption, challenging the premise that local "ownership" leads to more effective state bureaucracies. The police force and customs service, directly managed by international actors, were held to a meritocratic standard, fulfilling their missions and winning public respect. On the other hand, local participation and contestation supported democratic institutions. When international actors supported the demobilization of popular movements, they undermined the ability of the public to hold elected officials accountable.

Download or read book The Kosovo Report written by Independent International Commission on Kosovo and published by Oxford University Press. This book was released on 2000-10-19 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

Download or read book Peace at Any Price written by Iain King and published by Cornell University Press. This book was released on 2011-02-23 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: In June 1999, after three months of NATO air strikes had driven Serbian forces back from the province of Kosovo, the United Nations Security Council authorized creation of an interim civilian administration. Under this mandate, the UN was empowered to coordinate reconstruction, maintain law and order, protect human rights, and create democratic institutions. Six years later, the UN's special envoy to Kosovo, Kai Eide, described the state of Kosovo: "The current economic situation remains bleak.... respect for rule of law is inadequately entrenched and the mechanisms to enforce it are not sufficiently developed.... with regard to the foundation of a multiethnic society, the situation is grim."In Peace at Any Price, Iain King and Whit Mason describe why, despite an unprecedented commitment of resources, the UN Mission in Kosovo (UNMIK), supported militarily by NATO, has failed to achieve its goals. Their in-depth account is personal and passionate yet analytical and tightly argued. Both authors served with UNMIK and believe that the international community has a duty to intervene in regional conflicts, but they suggest that Kosovo reveals the difficult challenges inherent in such interventions. They also identify avoidable mistakes made at nearly every juncture by the UN and NATO. We can be sure that the international community will be called on to intervene again to restore the peace of shattered countries. The lessons of Kosovo, cogently presented in Peace at Any Price, will be critically important to those charged with future missions.
Book Synopsis Creating New States by : Aleksandar Pavkovic
Download or read book Creating New States written by Aleksandar Pavkovic and published by Routledge. This book was released on 2016-05-13 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: Secession is the creation of a new independent state out of an existing state. This key volume examines the political, social and legal processes of the practice of secession. Following an analysis of secessionist movements and their role in attempts at secession, eight case studies are explored to illustrate peaceful, violent, sequential and recursive secessions. This is followed by a look at the theoretical approaches and a discussion that focuses on the economic causes. Normative theories of secession are discussed as well as the status of secession in legal theory and practice. The book systematizes our present knowledge of secessions in an accessible way to readers not familiar with the phenomenon and its consequences. It is ideal as a supplementary text to courses on contemporary political and social movements, applied ethics and political philosophy, international relations and international law, state sovereignty and state formation.

Book Synopsis Peacekeeping in Albania and Kosovo by : Daan W Everts
Download or read book Peacekeeping in Albania and Kosovo written by Daan W Everts and published by Bloomsbury Publishing. This book was released on 2020-06-25 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: International interventions in conflict-ridden societies have left a trail of debacles behind. The limited military intervention and the civilian follow-up in Albania after the chaos in 1997 is a positive exception. Peacekeeping in Albania and Kosovo explores the concerted efforts to rebuild and modernize a society marked by its communist past, the failed coup attempt of 1998, and the influx of Kosovan refugees in 1999. In Kosovo, the UN-led international rule and its efforts to rebuild a society from scratch were complicated by many restraining political, financial and administrative factors. This book describes how former political advisories agreed to work together, how a successful multi-ethnic police force was built, how a remarkable demilitarization of former guerrillas was achieved and how political factions came to accept the outcome of the first democratic elections.

Book Synopsis The Law and Politics of the Kosovo Advisory Opinion by : Marko Milanovic
Download or read book The Law and Politics of the Kosovo Advisory Opinion written by Marko Milanovic and published by OUP Oxford. This book was released on 2015-03-19 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is an edited collection of essays on various aspects of the 2010 Kosovo Advisory Opinion of the International Court of Justice. The main theme of the book is the interplay between law and politics regarding Kosovo's independence generally and the advisory opinion specifically. How and why did the Court become the battleground in which Kosovo's independence was to be fought out (or not)? How and why did political arguments in favour of Kosovo's independence (e.g. that Kosovo was a unique, sui generis case which set no precedent for other secessionist territories) change in the formal, legal setting of advisory proceedings before the Court? How and why did states supporting either Kosovo or Serbia choose to frame their arguments? How did the Court perceive them? What did the Court want to achieve, and did it succeed in doing so? And how was the opinion received, and what broader implications did it have so far? These are the questions that the book hopes to shed some light on. To do so, the editors assembled a stellar cast of contributors, many of whom acted as counsel or advisors in the case, as well a number of eminent scholars of politics and international relations whose pieces further enrich the book and give it an interdisciplinary angle. The book thus tells the story of the case, places it within its broader political context, and so attempts to advance our understanding of how such cases are initiated, litigated and decided, and what broader purposes they may or may not serve.
