The contributors are the intellectual thought leaders of the future mixed with cross-generational reflections so that the monograph covers the multi-generational concerns of generations X, Y, and Z.We have chosen to focus on this continent for several reasons not the least of which is the unique way in which African social movements mobilize and operate from a grassroots perspective. There is less reliance on social media as an echo chamber inciting action. Community-based shared grievances surrounding food security, corruption and common goods and the deeply layered engagement of the diaspora create a different dynamic than that experienced in the West. The influence of the diaspora on the continent is not viewed as external interference but intrinsic to community-based issues. Activism might be considered synonymous with simply existing, unlike the west activism is not a political choice which one may eschew. There is no choice about activism being framed politically or viewed as a political cause, it is more a question of activism as an existential imperative protecting a way of life which has to be defended and maintained regardless of the crisis at hand. Youth engagement in activism is not a question of simply being a part of online social movements which are fashionable or current. Livelihoods and lives depend on community engagement.The size of the continent and the impact of the African diaspora on Western politics and economies is also a crucially important reason for this report. One of the key lessons learned from COVID-19 is that security can no longer be framed purely from a national, state-centric, and western-centric view. Insecurity has to be understood in the context of the communities impacted. Individual communities experience insecurity in different ways.

One Virus, Two Countries: What Covid-19 tells us about South Africa offers a searing analysis of government and expert scientists’ responses to the pandemic. Friedman argues that South Africa is two societies in one – a ‘First World’ which resembles Western Europe and North America, and a ‘Third World’ which looks much like the rest of Africa or South Asia. After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.

The COVID-19 pandemic has regrettably brought into sharp focus the continued multiple and intersecting forms of discrimination faced by women and girls in Africa because of their intersecting identities. Yet, paradoxically, although African women are disproportionately affected by the crisis, they are largely invisible in the responses. Several African states and governments have taken different policy measures in response to the pandemic. These responses have taken different dimensions, including shutting down economies, imposition of lockdowns, coercive quarantine measures with police enforcement and criminal consequences for offenders violating these rules. Unfortunately, these responses have reinforced and amplified women’s disproportionate disadvantage and gender inequalities in Africa. Against this backdrop, this book asks the intersectional question about women’s experiences during the COVID-19 pandemic in Africa. Applying an intersectional human rights lens involves questioning how the intersecting identities that African women embody affect their experiences of the COVID-19 pandemic.

Book excerpt: This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.
