Book excerpt: Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

The DROP governance team developed a Governance Assessment Tool (GAT), which allows the governance setting of a given region for planning and realizing drought adaptation measures to be assessed. Based on this assessment, recommendations can be developed for regional water authorities concerning how to operate most effectively towards increased drought resilience in this context. The GAT has been applied to six regions in Northwest Europe: Twente and Salland in the Netherlands, Eifel-Ruhr in Germany, Brittany in France, Somerset in the United Kingdom, and Flanders in Belgium. These regions are subject to drought aspects related to nature, agriculture and freshwater. This book will aid regional water authorities and other relevant stakeholders interested in governance assessment, whether that context is about water, more specifically about drought or flooding events, or other environmental issues. Further, the GAT can and has also been applied more broadly to a range of governance contexts for water management and beyond.

Book excerpt: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.

Although global averages of governance display no marked trends during 1996-2005, nearly one-third of countries exhibit significant changes [for better or for worse] on at least one dimension of governance. Three new features distinguish this update. (1) The authors have moved to annual reporting of governance estimates. This update includes new governance estimates for 2003 and 2005, as well as minor backward revisions to biannual historical data for 1996-2004. (2) The authors are, for the first time, publishing the individual measures of governance from virtually every data source underlying the aggregate governance indicators. The ready availability of the individual data sources underlying the aggregate governance indicators is aimed at further enhancing the transparency of the methodology and of the resulting aggregate indicators, as well as helping data users and policymakers identify specific governance challenges in individual countries. (3) The authors present new evidence on the reliability of expert assessments of governance which, alongside survey responses, form part of the aggregate measures of governance.

The World Bank Group (WBG) has been a partner in this process, providing both financing and technical assistance to facilitate countries’ digital transformation journeys since the 1980s. The WBG launched the GovTech Initiative in 2019 to support the latest generation of these reforms. Over the past five years, developing countries have increasingly requested WBG support to design even more advanced digital transformation programs. These programs will help to increase government efficiency and improve the access to and the quality of service delivery, provide more government-to-citizen and government-to-business communications, enhance transparency and reduce corruption, improve governance and oversight, and modernize core government operations. The GovTech Initiative appropriately responds to this growing demand. The GovTech Maturity Index (GTMI) measures the key aspects of four GovTech focus areas—supporting core government systems, enhancing service delivery, mainstreaming citizen engagement, and fostering GovTech enablers—and assists advisers and practitioners in the design of new digital transformation projects. Constructed for 198 economies using consistent data sources, the GTMI is the most comprehensive measure of digital transformation in the public sector. Several similar indices and indicators are available in the public domain to measure aspects of digital government—including the United Nations e-Government Development Index, the WBG’s Digital Adoption Index, and the Organisation for Economic Co-operation and Development (OECD) Digital Government Index. These indices, however, do not fully capture the aspects of emphasis in the GovTech approach—the whole-of-government approach and citizen centricity—as key when assessing the use of digital solutions for public sector modernization. The GTMI is not intended to be an assessment of readiness or performance; rather, it is intended to complement the existing tools and diagnostics by providing a baseline and a benchmark for GovTech maturity and by offering insights to those areas that have room for improvement. The GTMI is designed to be used by practitioners, policy makers, and task teams involved in the design of digital transformation strategies and individual projects, as well as by those who seek to understand their own practices and learn from those of others.
