Book excerpt: Without a systematic gender analysis at all levels of agricultural and rural policy, the role of women will remain officially unrecognized and undervalued. The production and collection of sex-disaggregated data in rural areas would significantly facilitate the development of projects adapted to the real needs of rural women. Gender mainstreaming across relevant institutions through specific trainings and awareness raising is similarly needed. The purpose of this assessment is to provide recommendations for the Government of Lebanon, its institutions and FAO.

Book excerpt: The Maldives Country Gender Assessment of Agriculture and the Rural Sector (CGA-ARS, or CGA) report was prepared to inform the country-level planning of the Food and Agriculture Organization of the United Nations (FAO), in line with the national development priorities of Maldives and FAO’s corporate Country Programme Framework (CPF) guidelines1 and as mandated by FAO’s Policy on Gender Equality. The objective of the report is to highlight existing gender inequalities in agriculture and the rural sector in Maldives. The CGA was commissioned by FAO Sri Lanka under the overall supervision of Nina Brandstrup, FAO Representative for Sri Lanka and Maldives. The report was drafted by Aminath Latheefa, National Consultant, under the direct guidance and with close engagement of Shafia Aminath, FAO National Correspondent in Maldives. The technical review was carried out by Tina Jayaratnam, Liaison Officer and Gender Focal Point of FAO Sri Lanka and Clara Mi Young Park, Regional Gender Officer, with Bettina Gatt of the FAO Regional Office for Asia and the Pacific. This comprehensive gender analysis of the agriculture and rural sectors was made possible thanks to the cooperation and response of the Ministry of Fisheries and Agriculture in Maldives, state service providers, non-governmental and civil society organizations, and farmers who shared their experiences and provided valuable input on gender dynamics in the fisheries and agriculture sectors.

Book excerpt: This abstract outlines the objectives of an assessment conducted by the Food and Agriculture Organization (FAO) of the United Nation in Palau. The assessment identified three main challenges: firstly, the need to acknowledge and reflect the contributions of women to household and rural economies in policies, strategies, plans and programs. Secondly, gender inequalities limit the capacity of women in Palau to develop their potential. Finally, the recognition of gender equality as a driver to sustainable development is beginning to be incorporated into public policies, strategies, plans and programs. These findings highlight the importance of addressing these challenges in order to achieve greater gender equality and empowerment for rural women in Palau.

The Assessment seeks to identify gender inequalities in access to critical productive resources, assets, services and opportunities. The assessment looks at the priorities, needs and constraints of both women and men in agricultural and rural communities, and the gaps that exist in responding to these issues. It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities. This Assessment is also intended to raise awareness about gender issues among policy-makers, FAO officers, NGOs and community-based organizations (CBOs) in Fiji. It provides background and gender-related information, and can be used as a tool to mainstream gender perspectives in future policies, projects and programmes in ways that empower rural women.

Book excerpt: This study identifies value chain (VC) opportunities for women cooperatives, associations and individuals by adopting the FAO Gender-Sensitive Value Chain (GSVC) framework of analysis. In addition to the core and extended VC levels, as well as the national and global enabling environment. This framework adds two dimensions to be analyzed which are the individual and household levels, the areas in which gender inequalities frequently start from. Therefore, adding these two levels of analysis facilitates the systematic integration of gender equality into VC development programmes and projects. In addition to experts for each sub-sector, namely plant production, forestry, fisheries and aquaculture, animal production and agro-processing, this study included a gender consultant who played a major role in the different phases of the study. These included preparing and giving workshops to the sub-sector experts prior to the literature review and analysis, aligning their work within a gender framework, in addition to participating in the data collection phase, where the consultant revised the data collection tools prepared by the sub-sector experts for the Key Informant Interviews (KIIs), Survey and Focus Group Discussions (FGDs) and attended the majority of the KIIs. The consultant additionally revised the analysis of each sub-sector, included a gender assessment and assisted in the study’s reporting.

Book excerpt: This Country gender assessment of agriculture and the rural sector provides in-depth insights into the gendered dimensions of agriculture and rural development in Fiji. The policy environment in rural sector ministries is supportive of gender mainstreaming, with clear paths to link policy direction on gender equality to programmes. Recommendations are formulated to progressively advance gender equality and support the empowerment of rural women through policy. In the short term, recommendations are oriented toward community programming that is more equitable, practical and beneficial for women. Developing infrastructure to reduce women’s workloads and facilitate their ability to engage in the cash economy could enhance women’s economic opportunities and contribute to improved family welfare. Promoting the use of radio, texts and social media to allow women to share information on weather, prices, economic opportunities and savings and banking can empower women to make more informed decisions about their activities. Building the gender analysis capacity of civil society organizations (CSOs) working in rural sectors on climate change, disaster management and sustainable development will support the engagement of women in community-based decision making. To address gender inequalities in the rural sector and support the empowerment of rural women, a set of concrete recommendations is given. These range from promotion of policy research and analysis to inform policies and strategic planning on gender equality and rural women’s empowerment in ARD to putting in place concrete measures for the improvement of rural women’s access to services, technology, finance, markets and resources.

Book excerpt: The new Regional Gender Equality Strategy and Action Plan 2024–2027 for the Near East and North Africa (NENA) region aims to ensure its applicability across the diverse and complex contexts within the NENA region. Recognizing the multifaceted nature of the region, characterized by a spectrum of situations, the strategy incorporates a precise set of indicators that extend until 2027. This extended timeframe facilitates a systematic review of the strategy, allowing for adjustments and refinements to be made, ensuring its continued relevance and effectiveness until the targeted horizon of 2030. A collaborative agreement between FAO colleagues and the International Training Centre of the International Labour Organization (ITCILO) brought in experts in gender equality and results-based management to develop this strategy.

Book excerpt: In Africa, women are critical agents of change in the fight against rural poverty, hunger and malnutrition. They are the backbone of their households, communities, and rural economies covering important roles in food production, processing and marketing, and also in the nutrition of the family. However, with food systems rapidly modernizing and dramatic effects of climate change and environmental degradation becoming the “new normal”, they continue to face multiple challenges due to persisting gender discriminations. Over the years, remarkable political commitments to improve women’s condition and status have been made, but substantial gender gaps still remain in the access and control over productive resources and assets, services and markets. Overcoming these challenges will require addressing the root causes of gender inequalities through innovative and gender-transformative approaches. According to FAO’s latest estimates (SOFI, 2019), the number of people suffering from hunger has been rising. Just this trend - and the awareness that we lost a decade of progress - is sufficient to underscore the immense challenge of achieving the Zero Hunger target by 2030. The situation is most alarming in sub-Saharan Africa, where the number of undernourished people has steadily increased since 2014, to 237 million in 2018. These findings are in line with the 2019 SDG report. It shows that we are still lagging behind in achieving the SDGs as the global response has not been ambitious enough.

The political deadlock, the economic crisis and the COVID-19 pandemic have further intensified the country’s existing economic fragility. Based on preliminary estimates, it is expected that the total cultivated area (mainly temporary crops and crops under greenhouses) will decrease during the 2021–2022 agricultural season due to the expected further increase in prices of inputs and soaring fuel prices. Overall, farmers will tend to shift to low-cost and less water demanding crops to reduce their overall production costs. Farmgate prices for agricultural products are also on the rise with the increase in production costs due to further depreciation of the Lebanese Pound. Despite the increase in export costs, exports of fresh fruits and vegetables are projected to increase for a variety of products and countries. This study aims to identify Lebanon’s main economic and social challenges related to the agrifood sector and to recommend evidence-based strategies and priority areas for public investment to cope with the impacts of the financial crisis, the COVID-19 pandemic and the PoB explosion. It aims to update and complement the June 2021 ASR. It should be noted that this study was prepared during the period from September 2021 to February 2022 and does not cover latest developments, such as the impact of the Ukraine war on the agricultural and food security sectors in Lebanon.

Book excerpt: Food systems are intimately linked to our lives – through the food we eat, our nutrition and health, our livelihoods, jobs, and the environment and natural resources of the planet. The main challenge for food systems is to produce nutritious food for all while preserving our biodiversity and environment and ensuring equitable distribution of wealth. This Food Systems Profile provides a summary of the main food system issues in Lebanon and highlights potential solutions for their sustainable and inclusive transformation. It is the result of a systemic analysis and stakeholders' consultation that was part of a global assessment of food systems in over 50 countries, following a joint initiative by the EU, FAO, and CIRAD which aims at catalyzing the sustainable and inclusive transformation of food systems.

This book was released on 2023-08-28 with total page 81 pages. Available in PDF, EPUB and Kindle. Book excerpt: Smallholder farmers are responsible for most of the food consumed in the world, as well as most of the investments made in agriculture. They operate largely in a range of local and national markets that are embedded in territorial food systems, also known as “territorial markets”. For consumers, these markets serve as key retail outlets for access to the foods needed for healthy diets, in particular fresh fruits and vegetables, fish, meat and staple foods. However, despite their importance, data concerning territorial markets – such as the availability of food groups, food retailers and consumer profiles – are not often collected. As a result, territorial markets can be neglected in strategies aimed at improving nutrition, reducing poverty and fostering local economies. In Lebanon, the importance of territorial markets as an essential food retail outlet was studied using a survey conducted in nine territorial markets. This study on mapping territorial markets aims to better understand the functioning of these markets via sound data and evidence generation, with an emphasis on market inclusivity and access to healthy and diversified diets, taking into consideration the impact of Lebanon’s economic and financial crisis on these markets.
