Book excerpt: This thesis consists of two studies analyzing the first phase of the Cocoa Livelihood Program (CLP-I), a current World Cocoa Foundation (WCF) development project, sponsored by the Bill and Melinda Gates Foundation and aimed at improving the livelihood of small scale cocoa producers in Sub-Saharan Africa. The first study uses a difference-in-differences econometric model to estimate yield enhancements attributable to farmer field schools which CLP implements. The results show a 32%, 34%, 50% and 62% increase in cocoa yield for Ghana, Cote d'Ivoire, Nigeria and Cameroon, respectively. These yield enhancements have the potential to increase income by 26%, 29%, 48%, and 87% for cocoa farmers in Ghana, Cote d'Ivoire, Nigeria and Cameroon, respectively. The benefit-cost ratios of the program are estimated to range from US $18- US $62. Building on the results from the econometric analysis, the second study develops a Farm Household Model to analyze the direct cocoa market and indirect spillover effects of CLP and demand expansion on equilibrium price and quantities in the Ghanaian food and cocoa markets, and welfare. The results show that net welfare gains are higher for CLP households relative to non-CLP households. The spillover effects in the maize, cassava, and yam markets are minimal while the rice market experiences a modest increase in its price. The net welfare for Ghana and the world are both positive. Sensitivity analysis shows that cocoa price declines as the CLP participation rate increases and rises as world cocoa demand expands. Also, at a CLP participation rate greater than 59%, net gains from the program in Ghana become negative due to a declining cocoa price as supply increases. Based on these results, CLP could be expanded from its current rate of 6.25% of cocoa farmers to 59%. However without demand expansion, expanding CLP participation beyond 59%, will lead to welfare losses in Ghana. Hence, marketing and cocoa demand expansion are equally as important as production expansion to increase rural farm household income. Given the expected increase in world cocoa demand, this is a crucial time to promote Sub-Sahara African cocoa and further establish supply links in this burgeoning market.

International trade has grown dramatically in the last two decades in the global economy, and trade is an important source of revenue in developing countries. Yet, many low-income countries have been producing and exporting tropical commodities for a long time. They are still poor. This book is a major analytical contribution to understanding commodity production and trade, as well as putting forward policy-relevant suggestions for ‘solving’ the commodity problem. Through the study of the global value chain for coffee, the authors recast the ‘development problem’ for countries relying on commodity exports in entirely new ways. They do so by analysing the so-called coffee paradox – the coexistence of a ‘coffee boom’ in consuming countries and of a ‘coffee crisis’ in producing countries. New consumption patterns have emerged with the growing importance of specialty, fair trade and other ‘sustainable’ coffees. In consuming countries, coffee has become a fashionable drink and coffee bar chains have expanded rapidly. At the same time, international coffee prices have fallen dramatically and producers receive the lowest prices in decades. This book shows that the coffee paradox exists because what farmers sell and what consumers buy are becoming increasingly ‘different’ coffees. It is not material quality that contemporary coffee consumers pay for, but mostly symbolic quality and in-person services. As long as coffee farmers and their organizations do not control at least parts of this ‘immaterial’ production, they will keep receiving low prices. The Coffee Paradox seeks ways out from this situation by addressing some key questions: What kinds of quality attributes are combined in a coffee cup or coffee package? The summary results of this program are contained in a separate book (published in the World Bank's "Directions in Development" series) entitled Low-Carbon Development: Opportunities for Nigeria, which concludes that Nigeria can achieve its development objectives, while stabilizing emissions at 2010 levels and providing domestic benefi ts on the order of 2 percent of GDP. This volume is a collection of the background technical reports on the four sectors of inquiry: agriculture and land use, oil and gas, power, and transport. It contains details on the data, methodology, and assumptions used throughout the analysis. For agriculture and land use, the study team developed an agriculture production growth model, which permits the evaluation of sector emissions in both a reference and a low-carbon scenario. The study fi nds that low-carbon practices have signifi cant potential to make the sector more productive and more climate-resilient. For the oil and gas sector, the analysis assesses the potential of accelerated phase-put of gas fl aring, reduction of leakages, and increased energy effi ciency in the operation of facilities, to both reduce the sector's emission and contribute to the industry's net revenues and growth. The analysis of the power sector shows how the country can expand power generation and broaden access to electricity while reducing associated emissions, through renewable energy, energy effi ciency, and lower-carbon technologies in thermal power generation. Finally, this analysis assesses the expected growth in CO2 emissions from on-road transport under a normal business development scenario up to the year 2035, and it identifi es actions at national and local levels that would reduce this growth, resulting in fuel economies, better air quality, and reduced congestion. Book excerpt: This study was carried out in three major palm-oil producing areas in Cameroon with the aim of investigating the artisanal milling and commercialization of red palm oil. Structured and semi-structured questionnaires were administered; focus group discussions and participatory observation were applied to obtain required information. Those involved were identified and the service providers ranged from mill owners or managers to smallholders and intermediaries, some of which were involved in two or three of the services. All told, 83% of those involved were men, and the women represented 17% of the service providers. Six different types of processing equipment were identified in the production areas and it was revealed that semi-automated press and combined motorized hydraulic digester and press system (digester screw press) were the most efficient. After harvesting of fresh fruit bunches (FFBs), the major operations were: chopping or cutting, stripping, selecting and sieving, loading to drums for boiling, off-loading to the digester or press for crushing and/or pressing, and clarifying of palm oil. Family labor, hired labor or both, contributed greatly to the success of the milling operations. Family labor was not paid, but motivations were given to family members, while hired labor was paid per activity. The average cost of labor per ton of FFB in the study area was 8,812 FCFA for both peak and low seasons. The average net return in the processing and marketing of 1 ton of FFB was 32,207 FCFA in peak season and 46,556 FCFA in low season. This income-generating activity was ranked as the first main source of income in the study area and has valuable contributions in household livelihood. The production of palm kernel oil and local soap was also recorded in the area, but this was mainly for home use and not for sale. Poor accessibility and unstable prices were the main constraints in the production process. While the men were dominant in processing, women were dominant in the commercialization of RPO. Artisanal palm-oil milling is a lucrative business in the area and will go a long way to alleviate poverty if the smallholders could come together and form a dynamic scheme.
