To make such an evaluation, one must develop reliable measures of on-the-job performance that (1) reflect net rather than gross productivity, (2) reflect productivity over time, and (3) are based on the performance of specific individuals. Measures that have these properties can be collected by a variety of methods, including direct measurement, job-knowledge tests, and supervisory ratings. The authors provide a preliminary analysis of supervisory rating data assembled to explore tradeoffs among training courses of different lengths. These data consist of enlisted supervisors' estimates of military trainee net productivity at different points in first-term service. The estimates are used to construct profiles of the time path of productivity; a number of profiles are presented. Results suggest that meaningful conclusions can be drawn from data based on carefully constructed supervisory ratings.

Book excerpt: The ability of the armed forces to carry out their mission into the next century will depend on both hardware and personnel considerations: the reliability and appropriateness of weapons systems, the quality of military personnel, and the fit of human skills to the operating demands of weapons systems. If the entry-level aptitude, knowledge, and skills of new recruits should fall short of the human requirements needed to operate and maintain new technologically sophisticated systems, greater demands would be placed on the armed services to compensate for the shortfall through training. The purpose of this report was to examine the information collected by the Department of Defense (DOD) on both the quality of its new recruits and the effectiveness of its training in preparing recruits to operate in a technologically sophisticated environment. A recruit is admitted to military service and assigned to an occupational specialty on the basis of tests taken at recruitment. Upon completion of basic training, most recruits receive additional classroom training in their specialty and then are assigned to perform the specialty in the field. This typical sequence encompasses the three points in a recruit's service career where data critical to evaluating the success of training must be collected: at entrance to military life, during and upon completion of formal training, and after assignment to a military specialty in the field.

This form of systems analysis is designed to aid the decision maker in selecting from training alternatives by providing a concise and clear-cut review of relevant variables that bear on the training situation. Essential evaluative criteria such as those found in experimental or quasi-experimental designs are examined, but an additional component, cost analysis, is included. The present funding constraints in all areas of military training, and training research and development require that adequate consideration be given to the initial choice of alternative training and educational philosophies, methods, and media with respect to relative cost-effectiveness. This means that alternatives must be considered not only on the basis of outcomes but also in terms of the resources required to accomplish the level of effectiveness that is required or desirable. Secondarily, tools are needed for allocating these resources and re-evaluating them on a timely basis. Even though a training course remains static, earlier findings may become invalid without some continuing means of cost-effectiveness monitoring. (Author).

The assessment of outcomes in FY95 (the execution year of the prototype) is based on data collected in both FY94 (the baseline year) and FY95 in Region C and Region E, a comparison region in the midwest. The document also discusses ways to further improve resource use and efficiency in the future-primarily by more fully utilizing school system capacity. Because the school system is currently falling far short of meeting RC training demand, we focus on more effectively using current school resources rather than on achieving manpower or dollar savings. However, if training requirements decrease in the future, the results of this research could be applied to achieve resource savings. This report is part of a larger effort by RAND's Arroyo Center to analyze the performance and efficiency of the RC school system.

Book excerpt: The conversion to an all-volunteer military has greatly increased interest in the cost of training first-term enlisted personnel. This report (1) develops a method of estimating military on-the-job training costs and relationships between these costs and the personal attributes of trainees, and (2) evaluates the feasibility of this technique. The method of estimation is a straightforward application of modern human capital theory; investment in OJT is measured as the present value of the sum of positive differences between an individual's military pay and productivity over time. In a pilot study conducted at Norton Air Force Base with members of the largest Air Force specialty (Aircraft Maintenance Specialists), OJT costs were estimated to average $6600 even though all trainees had attended an Air Force technical school costing about $3200.
