This roadmap builds upon the foundations established in the National Action Plan to Conserve Coral Reefs (2000), the National Coral Reef Action Strategy (2002), and the NOAA Coral Reef Ecosystem Research Plan, as well as information stemming from triennial reports on The State of Coral Reef Ecosystems of the United States and Pacific Freely Associated States. The purpose of this roadmap is to lead the CRCP toward a more focused set of priorities than those set forth in previous guiding documents, as recommended by the external review. The roadmap builds upon the principles and priorities originally proposed by the new Program Manager in her January 4, 2008 memo as a guide in responding to the recommendations of the external review panel"--Introduction.

Available in PDF, EPUB and Kindle. Book excerpt: "The NOAA Coral Reef Conservation Program (CRCP) is a matrix program operating across four NOAA line offices: National Ocean Service (NOS), National Marine Fisheries Service (NMFS), National Environmental Satellite, Data, and Information Service (NESDIS), and Oceanic and Atmospheric Research (OAR) and is administered by NOS. The program supports coral reef regions of the United States (U.S.), has an international component, and is integrated with other federal agencies, states, territories and commonwealths, and local governments. Recommendations from a 2007 external program review, along with the subsequent planning process (the 'roadmap') and a change in leadership in 2011, have shaped the recent history of the CRCP, including the genesis of the National Coral Reef Monitoring Plan (NCRMP), the Coral Program's 'national status and trends' monitoring program. The Southeast Fisheries Science Center (SEFSC) has been a leader in coral reef conservation science since 1978. Congress passed the Coral Reef Conservation Act in 2000 and SEFSC dovetailed its management-relevant coral reef science with the fledgling NOAA CRCP. SEFSC maintains a strong coral reef science program and continues to deliver high-caliber, peer-reviewed science in support of coral reef conservation and management and other NMFS mandates to conserve the nation's fisheries, essential fish habitat, and protected species. The reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act (2006) puts a heavier burden on data quality in many coral reef ecosystems. Additionally, the listing of two Atlantic corals as threatened under the Endangered Species Act (ESA) in 2006, and a petition to list an additional 83 species of coral in 2009, underscores the importance of NMFS as a critical regulatory authority to effect change in coral reefs"--Introduction. Available in PDF, EPUB and Kindle. Book excerpt: Nutrients from farms in the Mississippi River Basin are the leading cause of the Gulf of Mexico‘s 'Dead Zone,' a 5,000 to 7,000 square mile region where declining oxygen levels are threatening the survival of marine life. From the Corn Belt to the Gulf explores how new agricultural policy can help alleviate this problem, and at the same time improve water quality overall, enhance biodiversity, improve the quality of life for the people who live and work in Corn Belt communities, and relieve downstream flooding. The themes of the book are the far-reaching environmental impacts of Corn Belt agriculture, including associated economic and social effects at multiple spatial scales - and the potential for future agricultural policy to address those impacts through changes in agricultural landscapes and practices. We know that the environmental 'footprint' of Corn Belt agriculture extends beyond farmland and adjacent lakes and streams to groundwater, rivers, cities downstream, into the Gulf of Mexico, and, ultimately, to global oceanic and atmospheric systems. And we acknowledge that agricultural policies, including commodity support payments, have economic impacts at the national and international levels. Pressing negotiations with America‘s trade partners, along with increasing societal attention to both the costs and environmental effects of current agricultural policy, are creating momentum for policy change. From the Corn Belt to the Gulf presents innovative, integrated assessments of the agriculture and ecological systems in the Mississippi River Basin along with studies of local Iowa agricultural watersheds. Contributors from multiple academic and professional disciplines discuss how agricultural policies have contributed to current environmental conditions, and, in what the authors term 'alternative futures' for agricultural landscapes, envision how new policy can help achieve more beneficial patterns.

Available in PDF, EPUB and Kindle. Book excerpt: Ecosystem-based fishery management (EBFM) is rapidly becoming the default approach in global fisheries management. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.

Book excerpt: The fed. gov't. supports numerous data programs that assemble & analyze quantitative measures of the nation's environmental conditions & trends (known as indicators). Most of these data programs are housed in fed. agencies, & provide data used by decision makers from the private sector & by gov't. As fed. agencies take actions to improve the coverage & usefulness of these programs, it is equally important that the quality & avail. of existing data generated by these programs do not erode over time. This report reviewed 20 data programs to determine whether fed. agencies responsible for the programs anticipate that changes during FY 2005 & 2006 related to funding, shifting priorities, or other factors will affect the programs. Available in PDF, EPUB and Kindle. Book excerpt: Coral reefs are among Earth's most diverse, productive, and beautiful ecosystems, but until recently, their ecology and the means to manage them have been poorly understood and documented. In response to the inadequate information base for coral reefs, this book reviews the ecological and conservation status of coral reefs of the Western Indian Ocean, bringing together presentations of the region's leading scientists and managers working on coral reefs. Coral Reefs of the Indian Ocean: Their Ecology and Conservation starts with a general overview of the biogeography of the region and a historical account of attempts to conserve this ecosystem. It goes on to describe the state of the reefs in each of the countries with coral reefs, and it concludes with a series of management case studies. The book also summarizes most of the existing ecological information on reefs in this region and efforts at management, making it useful for students, teachers, and investigators interested in tropical or marine ecology, conservation biology and management, and environmental sciences.
