Available in PDF, EPUB and Kindle. Book excerpt: The major causes of premature adult deaths in all regions of the world, due to chronic diseases such as heart disease, strokes, diabetes and cancer, have been generally neglected on the international health and development agenda. Four out of every five chronic disease-related deaths in the world occur in low and middle income countries, where people tend to develop these diseases at a younger age and to die sooner. The death toll is projected to rise by a further 17 per cent in the next 10 years, whilst child obesity rates are increasing worldwide. This report examines the actual scale and severity of the problem using the most recent data available, considers the major risk factors and associated trends, and discusses the public health policy actions required to implement effective integrated chronic disease prevention and control measures.

Book excerpt: " This monograph describes how a failed state in 2030 may impact the United States and the global economy. It also identifies critical capabilities and technologies the US Air Force should have to respond to a failed state, especially one of vital interest to the United States and one on the cusp of a civil war. Nation-states can fail for a myriad of reasons: cultural or religious conflict, a broken social contract between the government and the governed, a catastrophic natural disaster, financial collapse, war and so forth. Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. With such demographics, Nigeria's failure would be akin to a piece of fine china dropped on a tile floor--it would simply shatter into potentially hundreds of pieces."--DTIC abstract.

Available in PDF, EPUB and Kindle. Book excerpt: The human race has often put a high value on struggle, strife, turmoil, and excitement. Peace has been regarded as a utopian, unattainable, perhaps dull ideal or as some random element over which we have no control. However, the desperate necessities of the nuclear age have forced us to take peace seriously as an object of both personal and national policy. Stable Peace attempts to answer the question, If we had a policy for peace, what would it look like? A policy for peace aims to speed up the historically slow, painful, but persistent transition from a state of continual war and turmoil to one of continual peace. In a stable peace, the war-peace system is tipped firmly toward peace and away from the cycle of folly, illusion, and ill will that leads to war. Boulding proposes a number of modest, easily attainable, eminently reasonable policies directed toward this goal. His recommendations include the removal of national boundaries from political agendas, the encouragement of reciprocal acts of good will between potential enemies, the exploration of the theory and practice of nonviolence, the development of governmental and nongovernmental organizations to promote peace, and the development of research in the whole area of peace and conflict management. Written in straightforward, lucid prose, Stable Peace will be of importance to politicians, policy makers, economists, diplomats, all concerned citizens, and all those interested in international relations and the resolution of conflict.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper analyzes mobilization of tax revenues in Nigeria. Low non-oil revenue mobilization is affecting the government’s objectives to expand growth-enhancing expenditure priorities, foster higher growth, and comply with its fiscal rule which limits the federal government deficit to no more than 3 percent of GDP. There is significant revenue potential from structural tax measures. A broad-based and comprehensive tax reform program is needed in the short and medium term to address these objectives and generate sustainable revenue growth by broadening the bases of income and consumption taxes, closing loopholes and leakage created by corporate tax holidays and the widespread use of other associated tax expenditures, as well as creating incentives for the subnational tiers of government to raise their own source revenues.

Deriving from a global survey of hundreds of experts and five expert meetings on as many continents, World Population & Human Capital in the Twenty-First Century: An Overview emphasizes alternative trends in human capital, new ways of studying ageing and the quantification of alternative population, and education pathways in the context of global sustainable development.
