In contrast to the Third Worldism of the past, the contemporary rising powers share in common the fact that their recent growth owes much to their extensive and increasingly international engagement, rather than partial withdrawal from the global economy. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. What kind of theoretical approaches and conceptual tools do we need to best answer such questions? To what extent do new groupings such as BRICS suggest a real alternative to the dominance of the West and of the neoliberal economic globalization paradigm? Approached as a super mantra revolving around “Republican Austerity” and “First, the poor”, it provides original analysis of structural and conjunctural challenges facing Mexico as regards People-, Planet-, and Peace-centered development. The book reveals the promise “First, the poor” is inconsistent with data on Mexico’s poverty reduction (SDG1). Despite record-high spending on social programs and unmatched coverage, the recent tendency of improvement in tackling poverty is rather ambiguous from the perspective of multidimensional poverty. The book covers access to clean energy (SDG7), resilient infrastructure and sustainable industrialization (SDG9), and safeguarding biodiversity (SDG15) by examining three megaproject case studies: the oil refinery Dos Bocas, the Interoceanic Corridor of the Isthmus of Tehuantepec, and the Maya Train, generating concern with the economic, environmental, and social dimensions of sustainable development. The prospects for an ‘enabling environment’ for SDG implementation are hampered by persistently high levels of homicides and impunity (SDG16). Turning Mexico’s Armed Forces into ‘first development partner of choice’ is problematized as regards their reach in infrastructure megaprojects and social welfare programs, in the overall context of the ‘de-risking state’ favoring private capital. The result, as determined by Villanueva Ulfgard, has led Mexico further astray from sustainable and transformative development.

Book excerpt: This book examines the use of norms by British and Brazilian actors in aid/cooperation in the 21st century, unveiling the politics behind norm circulation. Inspired by a constructivist approach, this research analyses actors’ agency in asymmetric international and domestic environments, in which different norms, dissimilar identities, and opposing interests coexist. Regardless of the discourses and theories surrounding the differentiation between North-South and South-South aid/cooperation, British and Brazilian actors use norms to achieve their own goals at the domestic and international levels. Processes of norm circulation in aid/cooperation have a greater impact at the international level and within the domestic environment of donor/partner countries, than in promoting behavioral changes in recipient countries. However, the content of British and Brazilian norms is different given their historical position in the international architecture and domestic context. The present study sought to unveil the politics behind how actors use aid/cooperation norms in order to achieve their goals in three major instances: 1- the international forums where actors debate the aid/cooperation architecture; 2- the domestic environment of donor/partner countries; and, 3- the domestic level of recipient countries, where international norms are diffused.
