Book excerpt: L'intégration de la sécurité dès la conception, est une nécessité pour l'amélioration des performances des systèmes de production aussi bien en mode de fonctionnement normal qu'en mode de fonctionnement dégradé ou de maintenance, lors de réglages, de dépannages, de changements de production, etc. Cette intégration nécessite l'existence d'outils et de méthodes facilitant la communication entre les différents métiers intervenant dans le processus de conception. Le manque d'outils et de méthode, constaté par les résultats de nos analyses, a conduit à la spécification de modèles pertinents relatifs au système de production et à son processus de conception permettant à terme une prise en compte des risques pouvant apparaître en phase d'exploitation. Une définition de la notion Situation de travail a été proposée. Cette notion, développée et argumentée, a permis d'établir les fondements d'un modèle conceptuel de situation de travail, à partir d'éléments exprimés dans les normes, de résultats de nos analyses et pour certains de la littérature scientifique. Ce modèle proposé devrait permettre la prise en compte du point de vue " sécurité " au plus tôt possible dans les phases de conception des systèmes complexes. Une approche de l'utilisation de ce modèle a été décrite en prenant en compte différents niveaux de la dynamique de la situation de travail dans l'utilisation du modèle et dans un contexte socio-technique. L'intérêt et la pertinence du modèle pour le processus de conception, en y incluant le processus d'intégration de la sécurité des hommes et les retours de terrain, ont été illustrés. L'intégration et la dynamique de l'utilisation de ce modèle permettent de faciliter la communication entre les différents acteurs du projet et d'éviter des modifications ultérieures coûteuses. Ces modifications nécessitent la recherche de moyens (méthodes, outils, etc.) pour résoudre des contradictions, comme sécurité-productivité, lesquelles ont été traitées.Un support méthodologique et technique (maquette informatique démonstrative) a été proposé afin d'aider le concepteur à structurer le processus de conception dans un objectif de représenter et gérer l'ensemble des informations relatives au système socio-technique en phase d'utilisation sur site industriel. Ce support méthodologique permet aussi de faciliter et systématiser la communication entre les différents projeteurs dans le projet.

Book excerpt: The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

In this synthesis of his seminal research, von Hippel challenges that basic assumption and demonstrates that innovation occurs in different places in different industries. Presenting a series of studies showing that end-users, material suppliers, and others are the typical sources of innovation in some fields, von Hippel explores why this variation in the "functional" sources of innovation occurs and how it might be predicted. He also proposes and tests some implications of replacing a manufacturer-as-innovator assumption with a view of the innovation process as predictably distributed across users, manufacturers, and suppliers. Innovation, he argues, will take place where there is greatest economic benefit to the innovator.
