The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

Book excerpt: This policy brief outlines various options for containing costs under a cap-and-trade program to reduce greenhouse gas (GHG) emissions. Although cap and trade is generally considered a more cost-effective approach than traditional regulation, excessive allowance prices are a concern, particularly in the early years of a program when some low carbon technologies are not likely to be commercially available. High allowance prices could mean high compliance costs for regulated firms and high energy prices for consumers. A number of the design elements of a cap-and-trade policy--including the stringency of the emission reduction targets and the distribution of allowance value--will influence the cost of the policy. However, uncertainty regarding allowances prices, and in particular short-term price volatility and persistently high prices, are of concern to stakeholders. Policy options to address these concerns include allowing facilities to bank allowances, permitting firms or the government to borrow allowances from future allocations, allowing (or expanding) the use of offsets, allowing the use of multi-year compliance periods, setting a ceiling on allowance prices, or even relaxing the cap or emission targets associated with the policy. Each of these options has strengths and weaknesses and their desired results must often be weighed against the reduced certainty of meeting the environmental objective. A number of these polices, such as banking, could be established as part of the overall policy from the beginning of the program. Others could be set to be triggered automatically if allowance prices reach a certain level or at the discretion of a market oversight entity. It is likely that any viable cap-and-trade proposal will include a variety of cost containment mechanisms.

Therefore, the analysis of the obligations that are created by climate change has nowadays focused on the global and intergenerational distribution of climate change risks and responsibility for these risks, leading to the emergence of diverse organizations such as the Intergovernmental Panel on Climate Change (IPCC). IPCC is a United Nations body dealing with scientific as well as technical information provision on climate change, perceived impacts, and response options (an international body that assesses the science of climate change). The IPCC was officially constituted in November 1988, during its first meeting in Geneva, by the United Nations Environment Program (UNEP) and the World Meteorological Organization (WMO), to provide policymakers with regular climate change scientific assessments, current and future risks, and options for mitigation and adaptations. IPCC is responsible in assessing and reviewing diverse pieces of technical as well as scientific literature concerning climate change, using these materials to surface critical assessment climate change reports. As a result, climate policy makers in the member states use these reports to come up with solutions and strategies on climate change. Significantly, this paper aims at assessing the connection between the IPCC’s values and interests, its advocacy positions and use of science, alongside outlining my view on the IPCC’s views.

Book excerpt: The Potsdam Institute for Climate Impact Research (PIK) was founded in 1992 as a "Blue List" research institute, with the Federal Ministry for Education, Science, Research and Technology and the Ministry for Science, Research and Culture of the federal state of Brandenburg each provid ing half ofthe funding. PIK currently has a staff of 100 (1997), including about 75 scientists and guest scientists, as well as a number of students and temporary assistants. Further expansion is taking place at the institute site in the "Albert Einstein" Science Park in Potsdam. The interdisciplinary nature of climate impact research, especially the interface between the natural scientific and socioeconomic dimensions of environmental research, is reflected at PIK in the close cooperation with partner institutes at national and international level. The flexible frame work created for the institute enables new problems and issues to be taken up as they arise. As a center of scientific innovation, PIK also coordinates international activities in the fields of climate impact research and Earth System analysis. The institute houses project offices for the IGBP international research programs, for example. Simulations of Global Change are performed on PIK's supercomputer using models and data drawn from various disciplines. The parallel compu ter (an IBM-SP2) boasts 20 gigaflops of computing power, making it one of the most powerful research computers in Germany. The Workshop on Cost-Benefit Analyses of Climate Change was jointly organized by PIK and the Wuppertal Institute for Energy, Climate, and Environment (WI).

Global sea levels are currently rising at approximately 1.25 inches per decade, and the rate of increase appears to be accelerating. Climate change is having different impacts across regions within the United States. In the West, heat waves have become more frequent and more intense, while heavy downpours are increasing throughout the lower 48 States and Alaska, especially in the Midwest and Northeast. The scientific consensus is that these changes, and many others, are largely consequences of anthropogenic emissions of greenhouse gases. There is a vigorous public debate over whether to act now to stem climate change or instead to delay implementing mitigation policies until a future date. This report examines the economic consequences of delaying implementing such policies and reaches two main conclusions, both of which point to the benefits of implementing mitigation policies now and to the net costs of delaying taking such actions.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
