Book excerpt: As part of a global effort to fight mass-marketed consumer frauds and scams, consumer protection agencies in a number of western countries participate in a month of fraud prevention activities each year to raise awareness of the problem and provide advice to consumers on how to avoid being victimised. An initiative of the International Consumer Protection and Enforcement Network in 2000, the campaign is joined by more countries each year, and in March 2006 some 33 countries participated. In Australia and New Zealand, 18 government agencies comprise the Australasian Consumer Fraud Taskforce, established in March 2005 to support the network's activities. The key message to consumers in 2006 was 'when a scam comes calling - delete it, hang up, destroy it'. This emphasised the fact that consumers are their own best defence against scams, and should always err on the side of caution when conducting business transactions. This paper presents the results of a pilot study undertaken during March 2006 in which 103 of the 121 consumers who contacted the ACCC's national hotline agreed to provide information on their experiences of consumer fraud over the preceding year. Although the results are not indicative of consumer fraud throughout Australia, some preliminary findings are of interest, particularly as there has been limited statistical data to inform the development of policy in this area to date.

In Australia and New Zealand, 19 government agencies comprise the Australasian Consumer Fraud Taskforce (ACFT), which conducted a campaign in March 2007 with the theme 'Scams target you - protect yourself'. This paper describes the activities undertaken by the ACFT and assesses the impact that the publicity had on official reporting of scams by consumers. The results of an online survey of 841 self-selected respondents are also presented. It is concluded that the campaign was highly effective in raising consumer awareness, with reporting rates increasing substantially throughout the period of the campaign.

Book excerpt: This paper presents up to date figures on the costs of a range of offences and crime as a whole in Australia. The costs assessed include medical costs, lost output, and intangible costs, which set a monetary value on pain, suffering and lost quality of life. Some of the figures are inevitably tenuous. Cost estimates are presented for homicide, assault, sexual assault, robbery, burglary, theft of vehicles, theft from vehicles, shop theft, other theft, criminal damage or vandalism, arson, fraud, drug offences, overall crime costs, and other costs, including criminal justice system costs, costs of victim assistance, security costs, household precaution costs, and insurance costs. Overall crime costs come to $19 billion, with additional costs adding nearly another $13 billion, giving a total estimated bill of nearly $32 billion per year. Fraud is the most costly crime, followed by violent crime and burglary.

Available in PDF, EPUB and Kindle. Book excerpt: Crime is undergoing a metamorphosis. The online technological revolution has created new opportunities for a wide variety of crimes which can be perpetrated on an industrial scale, and crimes traditionally committed in an offline environment are increasingly being transitioned to an online environment. This book takes a case study-based approach to exploring the types, perpetrators and victims of cyber frauds. Topics covered include: An in-depth breakdown of the most common types of cyber fraud and scams. The victim selection techniques and perpetration strategies of fraudsters. An exploration of the impact of fraud upon victims and best practice examples of support systems for victims. Current approaches for policing, punishing and preventing cyber frauds and scams. This book argues for a greater need to understand and respond to cyber fraud and scams in a more effective and victim-centred manner. It explores the victim-blaming discourse, before moving on to examine the structures of support in place to assist victims, noting some of the interesting initiatives from around the world and the emerging strategies to counter this problem. This book is essential reading for students and researchers engaged in cyber crime, victimology and international fraud.

Available in PDF, EPUB and Kindle. Book excerpt: The Psychology of Fraud, Persuasion and Scam Techniques provides an in-depth explanation of not only why we fall for scams and how fraudsters use technology and other techniques to manipulate others, but also why fraud prevention advice is not always effective. Starting with how fraud victimisation is perceived by society and why fraud is underreported, the book explores the different types of fraud and the human and demographic factors that make us vulnerable. It explains how fraud has become increasingly sophisticated and how fraudsters use communication, deception and theories of rationality, cognition and judgmental heuristics, as well as specific persuasion and scam techniques, to encourage compliance. Covering frauds including romance scams and phishing attacks such as advance fee frauds and so-called miracle cures, the book explores ways we can learn to spot scams and persuasive communication, with checklists and advice for reflection and protection. Featuring a set of practical guidelines to reduce fraud vulnerability, advice on how to effectively report fraud and educative case studies and examples, this easy-to-read, instructive book is essential reading for fraud prevention specialists, fraud victims and academics and students interested in the psychology of fraud.

Available in PDF, EPUB and Kindle. Book excerpt: Nils Christie’s (1986) seminal work on the ‘Ideal Victim’ is reproduced in full in this edited collection of vibrant and provocative essays that respond to and update the concept from a range of thematic positions. Each chapter celebrates and commemorates his work by analysing, evaluating and critiquing the current nature and impact of victim identity, experience, policy and practice. The collection expands the focus and remit of ‘victim studies’, addressing key themes around race, gender, faith, ability and age while encompassing new and diverse issues. Examples include sex workers as victims of hate crimes, victims’ experiences of online fraud, and recognising historic child sexual abuse victims in Ireland. With contributions from an array of academics including Vicky Heap (Sheffield Hallam University), Hannah Mason-Bish (University of Sussex) and Pamela Davies (Northumbria University), as well as a Foreword by David Scott (The Open University), this book evaluates the contemporary relevance and applicability of Christie’s ‘Ideal Victim’ concept and creates an important platform for thinking differently about victimhood in the 21st century.

The ACCC observed a shift from internet and email to telephone as the preferred method of scam delivery, assisted in part by the abuse of cheap or freely available voice-over-internet services. Almost 52 per cent of consumers reporting scams to the ACCC in 2011 reported being approached in this manner. The Australasian Consumer Fraud Taskforce's (ACFT) 2012 Slam Scams! Book excerpt: Going green is the new black for big business. But how real is the climate-friendly revolution that's being advertised? Toyota reckons Mother Nature drives a Prius, Ford wants us to 'Join the Green Revolution', and McDonald's has painted its famous golden arches green. Facebook has even 'friended' Greenpeace. But are big brands and the celebrities endorsing them really as green as they claim? In Greenwash, in the tradition of Fast Food Nation and No Logo, Guy Pearse looks behind the corporate façade - and what he finds will startle you. Nothing is sacred and no one is safe from scrutiny in this exposé of carbon scams: not the Prius or the Nissan LEAF, not the World Wildlife Fund or Earth Hour, not Oprah or Leonardo DiCaprio. For consumers trying to shop the planet green, Greenwash is a wake-up call. It's also an entertaining and practical book that helps consumers to pick the truly green businesses from the greenwashers and to demand a higher environmental standard from all. 'Guy Pearse travels the sewers of misinformation to show us exactly how, from banks to airlines, there's a growth industry in green horseshit. But, after hosing himself off, Pearse also presents us with a far more thoughtful analysis than I've read in other exposés of greenwashing.' --Raj Patel, author of Stuffed and Starved and the New York Times bestseller The Value of Nothing 'Before I read Greenwash I thought I could no longer be shocked by the skulduggery of the marketers. How wrong I was. Read Greenwash to be reminded why advertising is called the dark art and how marketing has become the most destructive force on the planet.' --Clive Hamilton, author of Affluenza and Requiem for a Species '[Greenwash] contains some brilliant exposés of capital scamming the unwary consumer, giving them a green hoodwink while continuing opposite practices elsewhere.' --Adelaide Review 'Guy Pearse's welcome book reveals the difficulty of judging the benefits and real environmental costs of the way we live.' --David Suzuki 'If you want to know how to pick the true greenies from the fakers, this book is for you.' --Green Lifestyle
