Book excerpt: Even though the policy impact of Catholicism has increasingly been acknowledged, existing scholarship lacks a coherent view on its changing influence over time and in different political contexts. In this book, Fabio Bolzonar investigates the influence of Catholicism on developments in French social protection from World War II to the mid-2010s. He discusses the factors that have favoured or inhibited it and explores the hybridization between Catholic values and secular principles in the social engagement of Catholic actors in secular France. By doing so, this multidisciplinary study integrates current scholarship, which has given limited attention to the changing patterns of Catholic involvement in the social policy domain over a long period of time, and the renewed influence of Catholic values in secularized societies. Catholic mobilization has relocated from the political to the civil society sphere, making voluntary organizations and social movements, rather than political parties, the main channels for defending Catholic values in secular France. Rather than marginalizing Catholicism, this process has opened up new opportunities for Catholic actors and values to play a significant role in society and politics. Bolzonar identifies two divergent scenarios that define Catholic social engagement in contemporary France: either the strengthening of new forms of institutional collaboration between Catholic-inspired philanthropic organizations and public administrations in the interest of socially vulnerable citizens, or the emergence of new ideological conflicts on gender- and sexuality-related issues.

Though free from French rule, the country remains tied to its slave past and violent history. This book, From Revolution to Chaos in Haiti, 1804-2019: Urban Problems and Redevelopment Straregies, is an attempt to analyze this situation from a historical perspective. First, the Haitian Revolution of 1804 is displayed to show the violent and bloody struggles of outstanding leaders and warriors against colonial powers for the making of a great political and independent nation. Second, Haiti’s decline is analyzed starting from the assassination of its first leader, Jean-Jacques Dessalines, in 1806 to the country’s bottom rank in the global stratification during the 2010’s along with the impact of the catastrophic 2010 earthquake. The main factors noted within this decline are linguistic, agricultural, urban and (HIV, AIDS, TB) healthcare issues and undercapitalization along with ideological confusions (capitalism, neoliberalism, socialism, social democracy) and political instability.

Why do municipalities in the Global South refuse to work with prevailing social informalities, and resort instead to interventions that are known to displace and aggravate the very issues they aim to address? Local Officials and the Struggle to Transform Cities analyses these challenges in South African cities, where the brief post-apartheid moment opened a window for progressive city government and made research into state practices both possible and necessary. In debate with other ‘progressive moments’ in large cities in Brazil, the USA and India, the book interrogates City officials’ practices. It considers the instruments they invent and negotiate to implement urban policies, the agency they develop and the constraints they navigate in governing unequal cities. This focus on actual officials’ practices is captured through first-hand experience, state ethnographies and engaged research. These reveal day-to-day practice that question generalised explanations of state failure in complex urban societies as essential malevolence, contextual weakness, corruption and inefficiency. It is hoped that opening the black box of the workings of state opens paths for the construction of progressive policies in contemporary cities.
