Book excerpt: This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers — China, Russia and Saudi Arabia — to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. They were greeted by vendors and sunbathers. Fortunately, the rest of their mission—helping to end Lebanon's first civil war—went nearly as smoothly and successfully, thanks in large part to the skillful work of American diplomats who helped arrange a compromise solution. Future American interventions in the region would not work out quite as well. Bruce Riedel's new book tells the now-forgotten story (forgotten, that is, in the United States) of the first U.S. combat operation in the Middle East. President Eisenhower sent the Marines in the wake of a bloody coup in Iraq, a seismic event that altered politics not only of that country but eventually of the entire region. Eisenhower feared that the coup, along with other conspiracies and events that seemed mysterious back in Washington, threatened American interests in the Middle East. His action, and those of others, were driven in large part by a cast of fascinating characters whose espionage and covert actions could be grist for a movie. Although Eisenhower's intervention in Lebanon was unique, certainly in its relatively benign outcome, it does hold important lessons for today's policymakers as they seek to deal with the always unexpected challenges in the Middle East. Veteran analyst Bruce Reidel describes the scene as it emerged six decades ago, and he suggests that some of the lessons learned then are still valid today. A key lesson? Not to rush to judgment when surprised by the unexpected. And don't assume the worst.

In environments where interests and priorities are shaped on a highly localised basis, interventionist agendas often lack relevant meaning. Based on extensive fieldwork, the book draws on available literature and on interviews with local population or international aid and development workers. American exceptionalism is a framework that has driven the US since the founding days of the republic, charging the US to promote the universal values of liberty and the pursuit of happiness around the world. Providing a frame of continuity for successive administrations, it reinforces the mythology of American exceptionalism in the eyes of the American people and the world. In different eras, different presidential worldviews, along with different international and domestic factors, have shaped how each administration has acted in the international arena and yet all have employed this language regardless of the policies pursued. This timely volume maps-out and interrogates through four key indicators the rise and fall of democracy promotion at the conceptualisation, rhetorical, and implementation levels. It argues that there were two transformational changes during this period. The first was the expansion of democracy promotion in US foreign policy confirmed with the election of Jimmy Carter to the White House in 1977. The second was the rejection of liberal ideology and institutions confirmed with Donald Trump’s election in 2016. It is nuanced in that it shows how these changes in the acceptance and then rejection of democracy promotion as a foreign policy tool played out. In examining these two administrations, and those in-between, this work also observes that the rise and fall of democracy promotion as an effective foreign policy tool mirrored the relative dominance of the US in the international arena. This book will be of interest to students and scholars of American foreign policy, international relations, and American history.
