Book excerpt: Under what conditions do political institutions develop that are capable of promoting economic and social elites' accommodation to democracy? The importance of this question for research on regime change and democracy in Latin America lies in two established political facts: alliances between upper-class groups and the armed forces have historically been a major cause of military intervention in the region, and countries with electorally viable national conservative parties have experienced significantly longer periods of democratic governance since the 1920s and 1930s than have countries with weak conservative parties. The contributors to this book examine the relationship between the Right and democracy in Argentina, Brazil, Chile, Colombia, El Salvador, Peru, and Venezuela during the 1980s and 1990s. The authors focus particularly on the challenges that democratization may pose to upper-class groups; the political role of conservative parties and their electoral performance during these two crucial decades; and the relationships among conservative party strength or weakness, different modes of elite interest representation, and economic and social elites' support for political democracy. Since the late 1990s, when Latin American countries began making a “turn to the left,” political parties and candidates on the right end of the partisan spectrum have had a difficult time achieving electoral success. Although the left turn can be seen as a natural reaction to the public’s general dissatisfaction with the conservative modernization policies of the 1980s and 1990s, left-of-center politics are by no means permanent. In The Resilience of the Latin American Right, Juan Pablo Luna and Cristóbal Rovira Kaltwasser seek to “right” this view by explaining the strategies conservative political parties have used to maintain a foothold in the region’s electoral and governance processes. The editors provide an analytical framework for conceptualizing the right that works for both historic and contemporary politics, and the volume’s contributors use the framework to evaluate right-of-center political activity across the continent. They find that conservative forces are pursuing a range of adaptive strategies, including nonelectroral and nonpartisan tactics. In this groundbreaking book, James Loxton takes up this question by examining new conservative parties formed in Latin America between 1978 and 2010. The most successful cases, he finds, shared a surprising characteristic: they had deep roots in former dictatorships. Through a comparative analysis of failed and successful cases in Argentina, Chile, El Salvador, and Guatemala, Loxton argues that this was not a coincidence. The successes inherited a range of resources from outgoing authoritarian regimes that, paradoxically, gave them an advantage in democratic competition. He also highlights the role of intense counterrevolutionary struggle as a source of party cohesion. In "History of Political Parties in Twentieth-Century Latin America," Torcuato S. Di Tella demonstrates that this common view lacks context and comparative nuance, and is deeply misleading. Looking behind the scenes of modern Latin American history, he discerns its broad patterns through close analysis of actual events and comparative sociological perspectives that explain the apparent chaos of the past and point toward the more democratic polity now developing. Di Tella argues that although Latin America has peculiarities of its own, they must be understood in their contrasts - and similarities - with both the developed centers and undeveloped peripheries of the world. Latin American societies have been prone to mass rebellions from very early on, more so than in other regions of the world. He analyzes, as well, such significant exceptions to this pattern as Chile, Colombia, and, to a large extent, Brazil. Turning to the other side of the social spectrum, he shows how the underprivileged classes have tended to support strongman populist movements, which have the double character of being aggressive toward the established order, but at the same time repressive of public liberties and of more radical groups. Di Tella provides here a necessary examination of the concept of populism and divides it into several variants. Populism, he maintains, is by no means disappearing, but its variants are instead undergoing important changes with significant bearing on the region's near-term future. "History of Political Parties in Twentieth-Century Latin America" is rich in historical description, but also in its broad review of social structures and of the strengths and weaknesses of political institutions. Choice commented that "this heavily documented volume with an extensive bibliography would prove valuable to researchers and advanced students of Latin America.

How do such political parties remain vibrant organizations over time? In Party Vibrancy and Democracy in Latin America, Fernando Rosenblatt sheds new light on how party vibrancy is maintained and reproduced over time in three of the region's more stable countries-Chile, Costa Rica, and Uruguay. Referencing these three "consolidated" democracies with records of good governance, Rosenblatt identifies the complex interaction between four causal factors that can explain party vibrancy: Purpose, Trauma, Channels of Ambition, and Moderate Exit Barriers. "Purpose" activates prospective loyalty among party members. "Trauma" refers to a shared traumatic past which engenders retrospective loyalty. "Channels of Ambition" are established routes by which individuals can pursue political careers. Finally, "Moderate Exit Barriers" are rules that set costs of defection at reasonable levels. When these factors work together throughout a party's "Golden Age," they can demonstrate a link between party organizations´ stability and the quality of democratic representation across Latin America. As Rosenblatt finds, when parties remain vibrant organizations, democracies are better able to withstand challenges long-term. A unique qualitative study, Party Vibrancy and Democracy in Latin America demonstrates how the vitality of political parties can directly and indirectly impact how effective they are as intermediaries for their citizens not just in Latin America, but around the world.

In addition to directly affecting public policy, democratic institutions enable left-leaning political parties to emerge, significantly influencing the allocation of social spending on poverty and inequality.
