Available in PDF, EPUB and Kindle. Book excerpt: Confederate Finance, first published in 1954, looks at the measures taken by the Confederacy to stabilize its currency and offer a basis for foreign exchange. By the end of the Civil War, the Confederacy had resorted to a number of financial expedients, including the most desperate of measures. The Confederate government seized the property of enemies, levied direct taxes, and placed duties on exports and imports. In addition, donations and gifts were gratefully accepted. All the while, treasury notes flooded the market, and loans were floated in an attempt to continue the Confederacy's existence. Richard Cecil Todd shows how these measures were used by the Confederate government to meet its obligations at home and abroad. He also discusses the organization and personnel of the Confederate Treasury Department.

Book excerpt: “Captivating . . . [Lowenstein] makes what subsequently occurred at Treasury and on Wall Street during the early 1860s seem as enthralling as what transpired on the battlefield or at the White House.” —Harold Holzer, Wall Street Journal “Ways and Means, an account of the Union’s financial policies, examines a subject long overshadowed by military narratives . . . Lowenstein is a lucid stylist, able to explain financial matters to readers who lack specialized knowledge.” —Eric Foner, New York Times Book Review From renowned journalist and master storyteller Roger Lowenstein, a revelatory financial investigation into how Lincoln and his administration used the funding of the Civil War as the catalyst to centralize the government and accomplish the most far-reaching reform in the country’s history Upon his election to the presidency, Abraham Lincoln inherited a country in crisis. Even before the Confederacy’s secession, the United States Treasury had run out of money. The government had no authority to raise taxes, no federal bank, no currency. But amid unprecedented troubles Lincoln saw opportunity—the chance to legislate in the centralizing spirit of the “more perfect union” that had first drawn him to politics. With Lincoln at the helm, the United States would now govern “for” its people: it would enact laws, establish a currency, raise armies, underwrite transportation and higher education, assist farmers, and impose taxes for them. Lincoln believed this agenda would foster the economic opportunity he had always sought for upwardly striving Americans, and which he would seek in particular for enslaved Black Americans. Salmon Chase, Lincoln’s vanquished rival and his new secretary of the Treasury, waged war on the financial front, levying taxes and marketing bonds while desperately battling to contain wartime inflation. And while the Union and Rebel armies fought increasingly savage battles, the Republican-led Congress enacted a blizzard of legislation that made the government, for the first time, a powerful presence in the lives of ordinary Americans. The impact was revolutionary. The activist 37th Congress legislated for homesteads and a transcontinental railroad and involved the federal government in education, agriculture, and eventually immigration policy. It established a progressive income tax and created the greenback—paper money. While the Union became self-sustaining, the South plunged into financial free fall, having failed to leverage its cotton wealth to finance the war. Founded in a crucible of anticentralism, the Confederacy was trapped in a static (and slave-based) agrarian economy without federal taxing power or other means of government financing, save for its overworked printing presses. This led to an epic collapse. Though Confederate troops continued to hold their own, the North’s financial advantage over the South, where citizens increasingly went hungry, proved decisive; the war was won as much (or more) in the respective treasuries as on the battlefields. Roger Lowenstein reveals the largely untold story of how Lincoln used the urgency of the Civil War to transform a union of states into a nation. Through a financial lens, he explores how this second American revolution, led by Lincoln, his cabinet, and a Congress studded with towering statesmen, changed the direction of the country and established a government of the people, by the people, and for the people.

Book excerpt: Excerpt from Facts and Suggestions Relative to Finance and Currency: Addressed to the President of the Confederate States I am aware that many believe that ours is a hard money Government; and that nothing but gold or silver can' be made a tender. I am also aware that many believe that it is impossible to prevent the depreciation of paper money. I am further aware that these opinions are so deeply impressed upon the public mind, that I must sustain my propositions by in uential and reliable authorities, as well as by argument. Book excerpt: During the Civil War, both the North and South were challenged by fiscal and monetary needs, but physical differences such as gold reserves, industrialization and the blockade largely predicted the war's outcome from the onset. To raise revenue for the war effort, every possible person, business, activity and property was assessed, but projections and collections were seldom up to expectations, and waste, fraud and ineffectiveness in the administration of the tax systems plagued both sides. This economic history uses forensic examination of actual documents to discover the various taxes that developed from the Civil War, including the direct and poll taxes, which were dropped; the income tax, which stands today; and the war tax, which was effective for only a short time.

Book excerpt: How does one package and sell confidence in the stability of a nation riven by civil strife? This was the question that loomed before the Philadelphia financial house of Jay Cooke & Company,&8239;entrusted&8239;by the US government with an unprecedented sale of bonds to finance the Union war effort in the early days of the American Civil War.&8239;How the government and its agents marketed these bonds revealed a version of the war the public was willing to buy and buy into, based not just in the full faith and credit of the United States but also in the success of its armies and its long-term vision for open markets. From Maine to California, and in foreign halls of power and economic influence,&8239;thousands of agents were deployed to&8239;sell&8239;a clear message: Union victory was unleashing the American economy itself. This fascinating work of&8239;financial and political history&8239;during&8239;the Civil War&8239;era&8239;shows&8239;how the marketing and sale of bonds crossed the Atlantic to Europe and beyond, helping ensure foreign countries' vested interest in the Union's success. Indeed, David K. Thomson demonstrates how Europe, and ultimately all corners of the globe, grew deeply interdependent on American finance during, and in the immediate aftermath of, the American Civil War.&8239;
