Special attention has therefore been given to the rules and results of modern practice in concrete construction; a feature which is re ected thruout the text and especially in the Selected Results of Experiment and Practice, pp 1135, etc., and in the Digest of Specifications, pp 1184, etc. These contain, we believe, a more complete and more conveniently classified presentation of modern practice in concrete than is to be found elsewhere in equal space. To attain this, great care has been taken so to arrange the material as to give maximum density in the resulting text, and maximum convenience for reference. In the selection of results of experiment and practice, we have had in mind not only the weight and standing of the authorities quoted, but also the importance of covering, as nearly as possible, the entire field of practice, with its very numerous and diversified problems. For reasons explained on p 1140, it was found impracticable to arrange these results in satisfactory logical order, and they are therefore furnished with a special and very complete table of contents, or Directory, pp 1135 - 1139, arranged in practically the same order as are the articles on cement, etc., pp 930, etc., and on concrete, etc., pp 1084 - 1134. The Elementary Outline of the Process of Concreting, Chapter II, is designed, not for the civil engineer, but for those seeking simple directions as to the exact procedure in laying a small quantity of concrete. The Specifications for Cement in Chapter III include the latest recommendations of committees of our national societies, with incidental changes to adapt them for direct use in purchase specifications. The Concrete Specifications have been prepared by the authors to represent standard practice. Specifications for First-class or High Steel, drawn up by Mr. Taylor, are, we believe, the first recommendations which have been made to safely adapt this important material to reinforced concrete construction. The necessity for the specialist to stand between the pur chaser and the manufacturer Of structural steel is, as a general rule, not appreciated by the purchaser, unless he has already had some experience in letting contracts for and in the building of steel structures without engineering aid in the designing and supervision. When the purchaser puts himself in the hands of the manufacturer, he is pretty sure to get the worst of it for if the contract be let by schedule prices the strue ture is liable to be loaded down with useless metal, while if the contract he let for a lump sum the structure will probably be ruined by having the metal skinned out of it, especially in the most important parts, viz., the details. Moreover. The manufacturer is seldom capable of evolving a truly first-class design, for the reason that his training has always been in the line of his own pecuniary interests, which are to obtain the maximum Of pay for the minimum of structure; so that, even when given all the metal and money that he could ask for when preparing a design, he would not succeed in making a really good one, simply because of not knowing how. On the other hand, the specialist should stand between the contractor and the purchaser, so as to see that the latter does not take any undue advantage of the former by means of a harsh or unjust interpretation of the specifications, especially when the contractor has suffered loss or delay on account Of causes beyond his control.
