Book excerpt: This Note provides a description and assessment of the Air Force's current enlisted force planning and programming system, and concepts and recommendations for the development of an improved system. The new system has been designed to overcome the deficiencies and enhance the capabilities of the present system. Because many enlisted force management activities have good support systems, the recommended system will be directed toward grade restructuring, personnel planning, and personnel programming. Book excerpt: This report provides an overview of the design of the Air Force's Enlisted Force Management System (EFMS) and how that design is being implemented. The EFMS is a decision support system whose purpose is to improve the effectiveness and efficiency of the members of the Air Staff who are engaged in managing the enlisted force. This report describes the concepts underlying the EFMS and provides brief introductions to the system's models and databases. It also provides references to other documents that contain more detailed information on specific aspects of the system.

Book excerpt: "Many of the software requirements for a decision support system (DSS) are not specific to an application (e.g., database management and report generation). Developing the software to provide such general capabilities might take more effort than developing the software for the specific application. In order to facilitate the building of the Air Force's Enlisted Force Management System, a general-purpose off-the-shelf software package (called a DSS generator) was acquired in which the specific system models could be embedded. This report explains how the DSS generator was obtained. It presents the objectives that were defined for the generator and the requirements that were derived from these objectives. It then describes the structured evaluation process that led to the ultimate selection."--Rand abstracts

Available in PDF, EPUB and Kindle. Book excerpt: This paper discusses the differences between traditional decision-support systems (DSSs), which are designed for a single user and/or a single purpose, and organizational decision-support systems (ODSSs), which are designed for use by people at several workstations in more than one organizational unit. The author draws examples from an ODSS, the Enlisted Force Management System (EFMS), which is being used to help the Air Staff in the Pentagon make decisions related to their enlisted personnel. The EFMS supports decisions about functions that are spread among five organizational units in three locations. The author discusses the differences between the purposes of a traditional DSS and an ODSS, and then highlights the major differences in how they are designed, built, and maintained.

It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book excerpt: This Note describes procedures for updating the middle-term loss equations that will be used in the Air Force's Enlisted Force Management System (EFMS). Updating involves four activities: (1) adding data to the files used to estimate the equations; (2) reestimating the existing specifications of the equations; (3) exploring possible respecifications of the equations to exploit additional data or to accommodate new EFMS needs; and (4) testing and evaluating new versions of the equations intended for use in the EFMS. This document concentrates on the first three activities. The fourth is treated in N-2688.

Available in PDF, EPUB and Kindle. Book excerpt: "Air Force planners use inventory projection models (IPMs) to predict how an initial inventory of airmen will look in the future. Such IPMs contain loss models that estimate how many members of the initial inventory leave the service during the period in question. Middle-term disaggregate loss models predict annual loss rates, by Air Force Specialty Code (AFSC) and certain other factors. In 1983, as part of a larger effort to develop a new Enlisted Force Management System (EFMS) for the Air Force (Carter et al., 1983), RAND began developing a set of middle-term disaggregate loss models for use in the EFMS's Middle-Term Disaggregate IPM. This document describes the testing and evaluation of these loss models. The purpose of the T & E exercise was to identify problems with the models so that the problems could be fixed before the models were implemented in the EFMS. This document describes the testing and evaluation of a set of equations that predict airman loss and reenlistment behavior. The equations were developed for use in the Air Force's Enlisted Force Management System (EFMS. The conceptual design of the EFMS includes a variety of loss models distinguished by the time horizon of their predictions (short-, middle-, or long-term) and whether such predictions are disaggregated by occupational specialty. This document concerns the middle-term disaggregate loss model, which predicts annual loss rates by Air Force Specialty code (AFSC). Its predictions are designed to be most accurate between one and four years into the future."--DTIC

Book excerpt: "The Aggregate Lifecycle Effectiveness and Cost (ALEC) model enables managers of Air Force enlisted personnel to compare the cost-effectiveness of alternative management actions for a part of the force selected for analysis. Example actions are limits on the numbers of various types of enlistments, reenlistment bonuses designed to increase the number of persons making the Air Force a career, retraining programs that transfer personnel from one specialty to another, and the early-release program. This volume gives the theory and behavioral relationships used to build the model and gives cost-effectiveness results."--Rand Abstracts
