Book excerpt: The introduction to the 1st International Conference on Computers for Han- cappedPersons(Vienna,1989)byAMinTjoa(UniversityofVienna)andRoland Wagner(UniversityofLinz)?nishedwiththefollowingmissionstatementonthe “Future Direction on Computers for Handicapped Persons”: “The di?erent themes show that a lot of problems are solved by the usage of computer technology for helping handicapped persons, for instance for the blind and visually handicapped. A consequence of the discussed themes there are two directions which should be done in the next years. One direction is obvious. The tools must be improved and research and development work should be extended to all groups of handicapped (even if they are numerically not so large as for instancetheblindorvisuallyhandicappedpersons). Ontheothersideinthearea of social implications there is an increasing demand on social science studies on overall computer use among disabled persons. Because sources are in principle missing today about disabled persons work tasks, research in this ?eld must begin by trying to survey this aspect. Particular attention should be paid to the extent and character of computer use among the handicapped in work life. There are a lot of questions, which should be answered during the next years for reaching the aim of rehabilitation. ” Fifteen years later the 9th International Conference on Computers Helping People with Special Needs (Paris, 2004) o?ered a comprehensive and deepened view on general awareness, special research and individual applications conce- ing disabled people and their participation in our society.

Available in PDF, EPUB and Kindle. Book excerpt: The revolution in accessible computer technology was fueled by disability activism, the interactive nature of personal computers, and changing public policy. In 1974, not long after developing the first universal optical character recognition technology, Raymond Kurzweil struck up a conversation with a blind man on a flight. Kurzweil explained that he was searching for a use for his new software. The blind man expressed interest: One of the frustrating obstacles that blind people grappled with, he said, was that no computer program could translate text into speech. Inspired by this chance meeting, Kurzweil decided that he must put his new innovation to work to “overcome this principal handicap of blindness.” By 1976, he had built a working prototype, which he dubbed the Kurzweil Reading Machine. This type of innovation demonstrated the possibilities of computers to dramatically improve the lives of people living with disabilities. In Making Computers Accessible, Elizabeth R. Petrick tells the compelling story of how computer engineers and corporations gradually became aware of the need to make computers accessible for all people. Motivated by user feedback and prompted by legislation such as the Americans with Disabilities Act, which offered the promise of equal rights via technological accommodation, companies developed sophisticated computerized devices and software to bridge the accessibility gap. People with disabilities, Petrick argues, are paradigmatic computer users, demonstrating the personal computer’s potential to augment human abilities and provide for new forms of social, professional, and political participation. Bridging the history of technology, science and technology studies, and disability studies, this book traces the psychological, cultural, and economic evolution of a consumer culture aimed at individuals with disabilities, who increasingly rely on personal computers to make their lives richer and more interconnected.

Book excerpt: One of a series of three resource guides concerned with communication, control, and computer access for disabled and elderly individuals, the directory focuses on switches and environmental controls. The book's three chapters each cover products with the same primary function. Cross reference indexes allow access to listings of products by function, input/output feature, and by computer model. Switches are listed separately by input/output features. Typically provided for each product are an illustration, the product name, vendor, size, weight, power source, connector type, cost, and a description. The first chapter describes switches and controls including those marketed as separate devices and intended to be used with a wide range of communication or control aids. The second chapter presents environmental controls which control some other device in the person's environment including page turners, telephone dialers, and remote appliance switches. The last chapter reviews call, monitoring, and memory systems among which are special call buzzers, adaptations to hospital call systems, telephone emergency call systems, activity monitors for elderly or disabled persons, and memory aids or reminder systems. Appendixes include a list of additional sources of information, a glossary, addresses of manufacturers listed with their products, and an alphabetical listing of all products in the 3-book series. We were proud to welcome participants from more than 40 countries from all con- nents to ICCHP. The International Programme Committee, encompassing 102 experts form all over the world, selected 150 full and 40 short papers out of 360 abstracts submitted to ICCHP. Our acceptance rate of about half of the submissions, demonstrates the scientific quality of the programme and in particular the proceedings you have in your hands. An impressive group of experts agreed to organize “Special Thematic Sessions” (STS) for ICCHP 2008. The existence of these STS sessions helped to bring the me- ing into sharper focus in several key areas of assistive technology. In turn, this deeper level of focus helped to bring together the state-of-the-art and mainstream technical, social, cultural and political developments. Our keynote speaker, Jim Fruchterman from BeneTech, USA highlighted the - portance of giving access to ICT and AT at a global level. In another keynote by H- old Thimbleby, Swansea University, UK, the role of user-centred design and usability engineering in assistive technology and accessibility was addressed. And finally, a combination keynote and panel discussion was reserved for WAI/WCAG2.0, which we expect to be the new reference point for Web accessibility from the summer of 2008 and beyond.
