These legislative and executive mandates have given the Secretary of Commerce important responsibilities for improving the utilization and management of computers and automatic data processing systems in the Federal Government. To carry out the Secretary's responsibilities, the nbs, through its Institute for Computer Sciences and Technology, provides leadership, technical guidance, and coordination of government efforts in the development of technical guidelines and standards in these areas. The selective application of technological and related procedural safe guards is an important component of the Federal Government's efforts to protect the privacy of individuals, as required by the Privacy Act of 1974. The guidelines provided by this publication establish the groundwork for assessing the risks of unauthorized disclosures of personal data in current automated systems and developing a set of safeguards to minimize those risks. They are made available for use by Federal agencies within the con text of the Office of Management and Budget's total program for implement ing the Privacy Act.
