Book excerpt: This report provides background and recommendations to inform decisions regarding the future role of the Reserve Component that are consistent with the 2010 Quadrennial Defense Review Report. It examines the roles for which the Reserve Components are best suited, and the best ways to optimize their capabilities and strengths. This report identifies the environment needed to provide a trained, equipped, ready and available Reserve Component; presents options for future force rebalancing considerations; and identifies necessary revisions to law, policy and doctrine. The findings validate some common themes from past studies while providing instructive insights for charting a course for the future. Although the body of this report does not address the absolute cost of each Service's Reserve Component, it makes clear the value of those organizations. The fundamental conclusion of the report is that the Quadrennial Defense Review was correct in its assessment that the National Guard and Reserve, if employed judiciously and with strategic acumen, can effectively contribute to the National Security Strategy even beyond contemporary expectations. It makes clear that decisions regarding the future role of the Reserve Components and the balance between active and reserve forces must be seen through the lens of the All-Volunteer Force. Doing so will require a Reserve Component that is both capable and sustainable. 1. Costs. Establishing a common Departmental baseline costing methodology for the Total Force and identifying the instances where such common baseline costing is not feasible. 2. Uses. Leveraging Departmental plans for the future to best determine how to use the capabilities and capacities of the Guard and Reserve to best advantage during drill time, periods of Active Duty, and during mobilization. 3. Roles. Determining those roles for which the Guard and Reserve are well suited and where Guard and Reserve forces should be considered as a force of first choice. 4. Standards. Determining the conditions and standards that provide for a trained, equipped, ready, and available Guard and Reserve in order to meet the demands of the Total Force while maintaining the support of service members, their families and employers. 5. Rebalancing. Proposing recommendations on rebalancing the mix of Active and Reserve Components to meet demands of the Combatant Commands based on the Guidance for Employment of the Force (GEF) and the cost-benefit analysis of these proposals. 6. Changes. Proposing needed law, policy, and doctrinal changes required to meet the demands and conditions determined in Objectives 2-5 above.

Current thinking, in spite of the recent current events, is that the military must build down to meet anticipated defense budget reductions. There are a number of studies looking at ways to scale back or reorganize the military and numerous initiatives being considered to reduce defense costs. Many of these, however, are extremely complex and sensitive and will take a great deal of time to produce any results, if an agreement can even be reached. The Reserve Component, as is the case with most of the military, has over time grown in such a way that there is a vast amount of duplication. The mere fact that the reserves are divided into the U.S. Army Reserve and the National Guard substantiates this verity. This paper suggests the combining of these two and addresses what to do with all of the various elements that are essentially duplications between them. The author realizes the political implications of accomplishing such a move, but remains objective throughout and sees a future wherein pet rocks and individual interests must be set aside in favor of the practical and realistic ends.

This concept was developed in the early 1970's by then-Army Chief of Staff Abrams. His plan was to integrate the Reserve Components into the Active Army force structure. Fully integrating the Reserve Components into the force structure was done for two reasons: First, it was the only way we could build a force that would present a credible counter to the Warsaw Pact; and second, it would ensure the country never again went to war without the Reserves. Out of this grew the roundout concept where Reserve Component forces, specifically the National Guard, rounded out the force structure of active duty units. This system worked well until the Gulf War, when these roundout units did not deploy with their parent active duty unit. Rather, they went to the National Training Center for postmobilization training and did not go to the Gulf. Since that time there has been an on-going debate on the role of the Reserve Components in the Total Army. Now, with budget considerations, domestic priorities, and a changing world situation forcing a Department of Defense-wide review of roles and missions, this debate is even more timely. This study looks at the history of the Total Force and argues that a thorough, unemotional review of the Total Force of the future is needed. It further argues that both Components have key roles to play in this Force. But the size of that role must be based on readiness and capability; and not on force structure, politics, or service parochialism.

Book excerpt: Major weaknesses within the readiness reporting system slow the process of the Services to provide trained and ready forces to the CINC in a timely manner. These weaknesses hinder the CINCs ability to get inside the enemy decision cycle. The 1993 Report on the Bottom-Up Review (BUR) provided the foundation and means by which the Secretary of Defense made "readiness" the number one priority within the Department of Defense (DOD). Additionally, the BUR provided guidance for modeling the U.S. defense force to meet future security threats. Part of that modification was a new role for the Reserve Component (RC) force, in the form of increased reliance, which gave them a new relevance to the warfighting Commander In Chief(CINC). The BUR also created new problems for the CINC in meeting the increased number of defense requirements, with a rapidly decreasing defense force. This paper discusses Reserve Component training readiness, with particular emphasis on Army National Guard training and the Status Of Resources and Training System (SORTS), used to report, track and monitor training readiness, Improvements and innovations in each can help ease the problems for the warfighting CINC, created by the BUR. Improvements in these two areas will reduce the time RC units need for post mobilization training and increase the potential of providing RC capabilities to the CINC in less time. This will allow the CINC a greater potential for operating within the enemy decision cycle and a greater chance for military success at any level along the spectrum of armed conflict.

The types of training range from Annual Training to the newest category, Active Duty Special Works. Each Armed Service and the Reserve Components within each service have varying management structures, all of which are legislated by the Congress. In the case of the Army and Air Force there are two Reserve Components each, the National Guards of the individual states and the Federal Reserve. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve.
