Capital possession or acquisition impacts the ability to navigate the academic pipeline and to recognize the appropriate tools by which to do so. This book identifies the various tenets of capital as having shared similarities and/or differences, as well as reveals how the distribution of capital impacts educational settings. More specifically, this book reveals that given the increases in the parental education or the cultural capital of African Americans, no significant changes have occurred in the number of years that African-American children attend schools. This finding remains consistent in terms of the sort of cultural capital that they are able to gain. In sum, the research concludes that cultural capital does assume a significant role in the transfer of advantages that stem from middle- and upper-level socioeconomic backgrounds.

Book excerpt: The principal goal of the dissertation is to explain the political nature and effect of cultural characterizations on the development of student assignment policy. Cultural characterizations are socially constructed portrayals that become influential when stakeholders mobilize to bring about change. In education, as the professional authority of school boards and superintendents diminishes, community stakeholders are increasingly prominent. They serve as critical producers and providers of cultural characterizations of public education and its beneficiaries. As such, the engagement of community stakeholders with public sector institutions, organizations, and individuals can significantly amplify, modify, or blunt education policy. The dissertation traces the history of community mobilization in San Francisco from 1971 to 2005, during which the federal district court supervised all aspects of the school district's student assignment policy. Cultural characterizations of student assignment were structured by three distinct logics of action: integration, choice, and neighborhood. These logics were stable but not fixed. Changes in the institutional environment coupled with how stakeholders framed, understood, and shaped these logics led to transformations in student assignment policy that ultimately altered the educational experience of multiple generations of public school students. Data are drawn primarily from archival documents from the federal district court, the school district, and community organizations; mainstream and community newspaper articles, letters to the editor, and editorials; and, retrospective interviews with key stakeholders.

Its true history, however, is remarkably wide ranging. Class Action tells the story of San Francisco’s long struggle over school desegregation in the wake of the 1954 U.S. Supreme Court decision Brown v. Board of Education. San Francisco’s story provides a critical chapter in the history of American school discrimination and the complicated racial politics that emerged. It was among the first large cities outside the South to face court-ordered desegregation following the Brown rulings, and it experienced the same demographic shifts that transformed other cities throughout the urban West. Board of Education decision and the battles over busing, no issue has divided the American people more than race, and at the heart of the race issue has been the conflict over school segregation and desegregation. Prior to the Civil War, South Carolina enacted the first compulsory illiteracy law, which made it a crime to teach slaves to write, and other Southern states soon followed South Carolina's example. After the Civil War, schools for blacks were founded throughout the South, including many Historically Black Colleges and Universities. The 1896 Plessy v. Ferguson Supreme Court decision established the principle of separate but equal education, which led to decades of segregation. With the 1954 Brown decision, the Supreme Court overturned the separate but equal principle, and the Civil Rights Act of 1964 empowered the federal government to affect school desegregation. The process of desegregation continues to this day, with much debate and mixed results. Through more than 260 alphabetically arranged entries, this comprehensive reference book describes persons, court decisions, terms and concepts, legislation, reports and books, types of plans, and organizations central to the struggle for educational equality.
