Die Dissertation entwickelt ein Modell zur Bewertung der digitalen Souveränität, fokussiert auf die EU, und schlägt eine Definition des Begriffs vor. Ein wichtiger Bestandteil ist ein komparativer Index für digitale Souveränität, der auf sekundären Daten basiert und mittels quantitativer Methoden verifiziert und validiert wird. Die Ergebnisse des Indexes zeigen, dass EU-Staaten in Sachen digitaler Souveränität Entwicklungspotenziale haben. Aus der Analyse werden handlungsleitende Maßnahmen abgeleitet, wie etwa höhere Investitionen in Start-ups, Förderung des Exports von IKT-Dienstleistungen und Verringerung von Handelsbarrieren im digitalen Bereich. Die Dissertation betont, dass die konsequente Umsetzung dieser Maßnahmen zur Stärkung der digitalen Souveränität der EU-Staaten beitragen kann.

Book excerpt: In the course of its development the EU has had to deal with an expanding policy agenda, covering ever more subjects and an increased diversity of instruments. It has also had to deal with an increased number of member states and an extended range of partners (regional authorities, non governmental organisations). These developments have greatly increased the risk of inconsistencies between the various policies pursued and between the various levels of competence for the same policy. Inconsistent policies are less effective than they ought to be. So, they imply a welfare loss. The EU has tried to cope with the challenge of consistency by adapting its governance. Traditionally it uses mainly the regulatory method. The effectiveness of this method has recently come into question. So alternative methods are now favoured. One is the financial method; which implies more expenditure via the EU budget. The other is coordination. The application of both methods has certain advantages and disadvantages. The problem for policy makers is then to determine the choice between the modes first and the optimal level of budgetary and coordination efforts next. Notwithstanding its obvious policy relevance the problem has got little attention from academia. This book sets out to contribute to a solution by following two approaches. The first is a systematisation of the theoretical and conceptual underpinnings of the financial and coordination methods. The second is an empirical investigation into a range of European policy processes, implying to different degrees budgetary outlays and coordination.

But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. As this political discourse has advanced, social scientists and academic policy analysts have raised questions concerning the extent to which the E.U. and U.S. social models exist outside the minds of diplomats and politicians seeking to stitch together a common identity. How much unity is there still within Europe after the Eastern enlargements have considerably increased economic and cultural diversity? To whatever extent one might discern a distinct set of commonalities that represent the core of a European approach, how different are the European characteristics of social, economic, and political life from those of America? Addressing these issues, this book systematically analyzes how much European countries and the United States have in common and how much variation we find within the enlarged European Union in eight central spheres of socio-economic and political life: employment, equality/mobility, educational opportunity, integration of immigrants, democratic functioning, political participation, rights to welfare, and levels of public spending. Drawing on empirical analyses by U.S. and European scholars who represent multi-disciplinary backgrounds, each of these topics is put under scrutiny. The results of this study illuminate points of convergence and divergence as seen from the perspectives of scholars from both sides of the Atlantic.
