Book excerpt: Globalization is creating many new trade and growth opportunities, with services trade increasingly becoming an issue for export-oriented economies. Services are important to country trade strategies, because they represent activities in which countries may have a comparative advantage, and they are drivers of competitiveness for the whole economy. This paper uses data from the World Development Indicators, two new databases (the Export in Value-Added database from the Global Trade Analysis Project, and Trade in Services data), and firm-level data. The paper employs a wide range of indicators to analyze the trade competitiveness of the services sector in the Russian Federation. Since service exports are less than would be expected considering Russia's level of development, the study finds that the contribution of services to export diversification could be heightened significantly. The scale of Russian business services exports is relatively low, although exports of traditional services, like transport and travel, are performing well. Despite the relatively minor importance of exports of modern services, the category of other business services has in recent years been growing fast, and business services have strengthened their revealed comparative advantages. Yet Russia still has much potential for expanding trade in modern services. There is also potential to diversify services exports to other markets, such as France, Germany, Japan, and elsewhere in Asia, which today seems underexploited. Finally, although exports of direct services are low, services such as transport, distribution, finance, and other business services are making major contributions to other exports, in particular energy.

Book excerpt: The study presents the results of multifactorial integral evaluation of the economy competitiveness of regional (the subjects of the Russian Federation) in 2010-2013. Regional competitiveness is seen as actually implemented competitiveness in real market conditions, from a perspective of practical implementation in the current economic activity of the entire complex of competitive advantages and limitations of economic growth of regions. This approach to definition is conceptually different from the content interpretation in other analytical studies characterizing competitiveness exceptionally as a potential competitive ability. An important feature of the assessment of regional competitiveness in this study is a priority not only achieved its comparative level of characteristics, but also their current dynamics. This assessment of the regions is carried out on the basis of the calculation of the integral index of competitiveness, which allows comparing its current level, not only with other regions, but also with average Russian background. Integral index of competitiveness of regions synthesizes assessments due to the most important components, including the overall effectiveness of the regional economy, the level of real income of the population, investment activity of private investors, the level of small enterprise development, the current financial standing of the enterprises, the level of activity of enterprises in the international commodity markets, the level of fiscal capacity of the regions, the innovative activity in the regions. For each component of regional competitiveness the most representative indicator has been identified. This indicator is built on the basis of statistical reporting on the Russian regions. The results of the calculations showed a significant differentiation of the current level of competitiveness of Russian regions. On the one hand, the leading position occupied the major economic centers of the country, the cities of Moscow and St. Petersburg, a number of industrialized regions of the Central Volga and Urals federal districts, as well as some regions of Siberia and the Far East, specialized on the production of hydrocarbons and non-ferrous metals. On the other hand, the extremely low level of the current competitiveness of the economy observed in several regions of the European part of Russia, in the North Caucasus, in the border regions of the eastern part of the Russian Federation. Along with this assessment of trends in regional competitiveness in recent years reflects the stable character of the serious problems in the competitive development of the economies of the majority of Russian regions.

In order to identify development priorities and prospects in the information industry we therefore need a clear understanding of what the information industry is, what its boundaries are, what forms of economic activity make up this economic segment, and which products form the corresponding market.This working paper summarizes the results of a study to 'measure' the information industry as a segment of the economy producing goods and services linked to ICT and content. Methodological approaches are proposed to establish the 'Information industry' definitions based on the Russian Classification of Economic Activities (OKVED) and the Russian Classification of Products by Economic Activities (OKPD) in line with international standards and recommendations by the Organization for Economic Cooperation and Development (OECD). Key indicators of the development of the information industry are also tentatively calculated for Russia and compared with countries abroad.The content of this paper is based on research results commissioned by the Ministry of Telecom and Mass Communications of the Russian Federation and the outcome of evaluations and testing at a round table on the subject 'IT industry: problems of classification and application' round table (2014) and a session of the statistics section of the Central House of Scientists at the Russian Academy of Sciences on the subject of 'Developing the “Information industry” and “IT industry” definitions based on the OKVED2 and OKPD2' (http://www.gks.ru/free_doc/new_site/rosstat/sec/tez-abdr.doc). The paper was also supported by the Basic Research Program at the National Research University Higher School of Economics (HSE) and the subsidy granted to the HSE by the Government of the Russian Federation for the implementation of the Global Competitiveness Program.

Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.
