The impact of its activities have varied across the five independent Central Asian states: - The political impact of the EUs policies has been the most evident in Kyrgyzstan and to a slightly lesser extent, in Kazakhstan; on the other hand, Tajikistan, Uzbekistan, and Turkmenistan have experienced much less of an impact thus far; - The EUs economic impact has been the strongest in Kazakhstan and to some degree in Kyrgyzstan and Turkmenistan, while in Tajikistan and Uzbekistan it has been much weaker; - In the security sphere, the EUs impact has been the mostly pronounced in Tajikistan and Kyrgyzstan, to a lesser extent in Kazakhstan, minor in Uzbekistan, and virtually non-existent in Turkmenistan; - The EUs social policy has had the clearest impact in Kazakhstan, to a lesser extent in Kyrgyzstan, negligible in both Tajikistan and Uzbekistan, and is practically unnoticeable in Turkmenistan. If the overall impact of the European Union on the countries of Central Asia in some areas was significant, today that impact is rather weak (especially in comparison to Russia and China). As a result, factors contributing to the weakening of the EUs impact on Central Asia clearly outweigh factors that contribute to a strengthening of the impact in the region. Moreover, from the perspective of contemporary realities, it is accurate to state that time in Central Asia is working against Europe. If in the early 1990s Europe represented a type of ideal partner for the countries of Central Asia that chose to develop as European style secular states, hopes of receiving strong support from Europe (and the West in general) have essentially collapsed.

The states of Central Asia, in particular, seem to be "democracy resistant," and their governments have continued to support various forms of authoritarianism in the decades following the Soviet Union's collapse. In Democracy in Central Asia, Mariya Omelicheva examines the beliefs and values underlying foreign policies of the major global powers—the United States, the European Union, Russia, and China—in order to understand their efforts to influence political change in Kazakhstan, Kyrgyzstan, and Uzbekistan. Omelicheva has traveled extensively in the region, collecting data from focus groups and public opinion surveys. She draws on the results of her fieldwork as well as on official documents and statements of democracy-promoting nations in order to present a provocative new analysis. Her study reveals that the governments and citizens of Central Asia have developed their own views on democracy supported by the Russian and Chinese models rather than by Western examples. The vast majority of previous scholarly work on this subject has focused on the strategies of democratization pursued by one agent such as the United States or the European Union. Omelicheva shifts the focus from democracy promoters' methods to their message and expands the scope of existing analysis to include multiple sources of influence. Her fresh approach illuminates the full complexity of both global and regional notions of good governance and confirms the importance of social-psychological and language-based perspectives in understanding the obstacles to expanding egalitarianism.
