Book excerpt: Individual performance evaluation is an ongoing challenge involving both public and private organizations, human resource experts, executives, and employees. As an employee of the United States Office of Personnel Management once said, “if anyone can solve performance evaluation problem, he should be entitled to the Nobel, the Pulitzer and the Heisman in the same year”. In addition, government reforms in the 1980s, commonly referred to as New Public Management, promoted the adoption of performance evaluation in the public sector. These reforms not only had to deal with the typical phenomenon of resistance to the introduction of such systems, but also with the specific constraints found in the public sector (extensive trade union presence, the unique status of civil servants, the type of employment contract, and the need to provide equal employment opportunities). Despite being still widely adopted, performance evaluation systems are often reworked and tweaked and the consequences of such adjustments are never fixed or unequivocal. Thus, the book has two main objectives: firstly, to describe the performance evaluation systems for public sector executives and non-executives working for Central Government in a sample of European countries. Secondly, to identify any relevant common reform trends or any that are particularly innovative for the evaluation of government executives and non-executives.

Available in PDF, EPUB and Kindle. Book excerpt: Performance appraisal is a key tool for meeting the managerial needs of the modern organization. Daley examines the entire process of designing a performance appraisal system from determining its organizational purpose to constructing an objective appraisal instrument for measuring employee performance. Emphasis is also placed on the role of employee feedback and appraisal training. The cognitive behavior that shapes and influences the rating process is detailed. The book integrates the literature and practices detailed in business management, psychology, and sociology with that focusing on the public sector. After an overview of performance appraisal research and the effect of public-private differences, Daley examines the reasons for performance appraisal and the basic mechanics--why?, what?, when?, who?--of establishing an appraisal process. Special emphasis is placed on the role of performance appraisal in the organization. He looks at the array of appraisal instruments that exists concentrating on the development of objective Behaviorally Anchored Rating Scales and Management by Objectives approaches. The role of employee feedback and the performance appraisal interview for delivering it are detailed. Daley focuses on the problems that plague raters. Organizational and employee misunderstandings along with traditional rater error problems are diagnosed. The importance of programs for training the rater are presented. An ideal resource for managers engaged in performance appraisal, this book can also serve as a supplemental reading for courses in management and human resources/personnel.

Book excerpt: Open to the Public grows out of concern with evaluation in the public arena and the struggle to understand how best to use the information it generates. Many concepts and models of evaluation, how to undertake it, and how to make it more useful, were developed before government performance became of so much interest to the public. In fact, it is arguable that recent changes in the forms, shapes, structures, and media through which the information developed in the process of evaluation becomes public, require new ways of thinking about its role in society. What is the role of evaluative information in the public arena today? How, when, and under what circumstances does the actual use of evaluative information take place, and what are the forces at play? By compiling and comparing international case studies, this book considers forces that make the information produced in evaluations increasing ""open to the public."" They provide insights into the many factors that influence evaluation and its use in the public arena. Their case studies include such current topics as: ""spin doctoring"" of information by the media and this practice's relationship to evaluation studies, the hotly debated issue of school performance, and information about it aired in the public arena, and the controversial link between budget processing and government performance. This book will be invaluable to those conducting evaluations, public employees and commissioners, and those studying public administration.

Book excerpt: There is continual concern about the ability of governments to perform the duties and responsibilities that their citizens have come to expect from them. Many citizens view government as inept, arthritic, and dedicated to the preservation of the bureaucratic status quo. As we close the twentieth century, the challenge for democratic governments is to become adaptive, flexible, innovative, and creative. In short, they need to become learning organizations. This book explores what it will take for governments to break out of their traditional ways of approaching problems and leam new approaches to finding solutions. "Can Governments Learn? "examines organizational learning in the public sector. It seeks to understand what role policy and program evaluation information can play in helping governments to learn. Among the democratic societies that are studied are Belgium, Canada, the Netherlands, Sweden, and the United States. Their governmental systems have produced and learned from evaluation information in quite different ways. Significantly, the studies documented here show that the concept of organizational learning has vitality and applicability cross-nationally. "Can Governments Learn ? "evaluates preconditions for governmental learning as well as the institutional and human resource factors that contribute to the process. This is the third volume in the comparative policy analysis series. It is essential for policymakers, government officials, and scholars interested in improving the performance of governments.

Book excerpt: Abstract: The use of performance appraisal as an effective management tool is the focus of this informative, easy-to-understand supervisor's guide. Management-by-objective (MBO) principles on which performance appraisal is based and benefits of an effective appraisal process (i.e. ongoing employee development, increased communication between managers and employees) are presented. Three sets of skills required by supervisors for effective performance appraisal are development of appraisal measurement criteria, interpersonal communications, and documentation. Appraisal models that include a broad range of applications are described. Guidelines are provided for developing an appraisal model that can be adapted to fit the job requirements of any organization or individual. Special concerns related to performance appraisal in government are discussed and specific directions are given for meeting appraisal requirements in the Civil Service Reform Act of 1978 (CSRA). Components of the formal development interview process include preparation steps, conducting and evaluating the interview, follow-up responsibilities, and summary. An important feature of the guide is a series of articles written by practicing professionals based on actual work experiences. Topics include 1) the importance of documentation in performance appraisal, 2) tailoring performance appraisal systems under CSRA, 3) integrating performance appraisal with MBO, and 4) the evolution of a MBO-based appraisal system.
