Book excerpt: Since 1994, there have been major attempts to change educational policy in order to meet the economic demands of South Africa and equalize education for all. Implementation of this policy is the big challenge. Through critical commentary and analysis, this book brings into focus the various policy documents that have been produced since the early 1990s. It looks at the history of education policy, why coherent policy is necessary, how it should be implemented and, most critical of all, it discusses the importance of education management and delivery.

Clearly, it is in response to these global (and selectively local) trends that Kariwo, Gounko and Nungu bring together an impressive lineup of both established and emerging scholars who achieve a comprehensive and critically constructed perspective on tertiary education systems. Collectively, the chapters in this work shall expand the epistemic boundaries of the area and its affiliated disciplines, and the book as a whole will greatly benefit interested scholars, students, education policy makers and the public at large. " - Ali A. Abdi, Professor, University of Alberta "This book is a valuable contribution to knowledge on higher education and provides an international perspective on issues, challenges and dilemmas resulting from the rapid expansion of higher education. The volume is an excellent text that integrates theoretical and analytical studies as well as empirical regional studies. It gives some insights on how different countries and regions have been responding to massification and accessing of higher education. It will appeal to researchers, graduate students and faculty in Higher or Post-Secondary Education as well as International and Comparative Education. " - Edward Shizha, Associate Professor, Wilfrid Laurier University (Brantford Campus)

Available in PDF, EPUB and Kindle. Book excerpt: This book lays no claim to uncovering the full range of problems confronting education elsewhere. It shows, however, the great importance attached to education in a variety of contexts, all of which are marked by dramatic social changes that place heavy demands upon the schools. How can studies in comparative education play a role in such settings? Some authors applaud the development of this field because of the opportunity it provides for systematic cross-national studies of educational problems. Others caution against accepting the findings of what they regard as ill-conceived studies that compare educational achievement among nations.

Book excerpt: Reviews the World Bank's experience in industrial restructuring in 46 countries during the past 14 years. The study finds that for most completed public enterprise restructuring operations, sustainability of benefits was a large problem, mainly because of fragile sector reforms and inadequate governance and management. Those completed for the private sector experienced poor outcomes from inadequate attention to country economic conditions and policy distortions. To overcome such problems, the study recommends that future restructuring operations be designed and implemented to have an impact at the firm level.

Book excerpt: For 25 years, population growth has outpaced increases in agricultural production in Sub-Saharan Africa. The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. This paper provides such a reassessment by identifying policies and investments that have worked and those that have not. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. The author makes five broad recommendations to promote Region: adoption of policies to promote private sector farming and agricultural marketing, processing, and credit development and distribution of new technologies inclusion of farmers in decisions affecting their livelihood development of infrastructure and social programs in support of agriculture improved management of natural resources Projections of the likely effects of the proposed policies and investments are included. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.

Book excerpt: All 15 new independent states established in the economic space of the former Soviet Union suffered big declines in output and trade after gaining independence. This study summarizes cross-country experience on the role of trade and payments policies in the linked contraction of output and trade by drawing on eight country case studies: Estonia, the Kyrgyz Republic, Latvia, Lithuania, Moldova, Russia, Ukraine, and Uzbekistan. The results of the case studies show that trade reform and reorientation of trade toward the rest of the world have done much to arrest the decline in output usually associated with the transformation from plan to market. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999, this book analyzes the process involved in implementing Technical and Vocational Education and Training policies in the countries of Jamaica and The Gambia. A critical approach was used to analyse the role played by different actors in this process, both at public and private sector institutions. The study documented a variety of projects and programmes, ranging from those that promoted entrepreneurship or self-employment amongst young people, to those that were more concerned with providing the skills needed for export-led growth. Overall it highlighted the complexities surrounding implementation and of the importance of donor agencies in financing TVET developments in both countries. Furthermore, it also illustrated how the use of foreign technical assistance and components obtained from the developed world, combined with the influence of the physical and political infrastructure, were the major reasons why projects or programmes failed to achieve their stated objectives. The study concludes by suggesting a model which can be used by policy makers to help ensure that programmes or projects are more successful at meeting local labour market needs, rather than those of aid agencies or actors within the state apparatus.

Book excerpt: Draws on the experience of Bulgaria to study the problems encountered in financing government operations in the transition economies. This report describes Bulgaria's experience in addressing external shocks to its economy and large declines in the ratio of tax revenues to GDP. The book provides broad coverage of the problems many other governments face in transforming their systems of taxation in the transition to a market economy. Chapters discuss taxation and incentives, government and households, indirect taxation, and financing of social expenditures. Attention is also drawn to the implementation of a value-added tax and to policies on fuel taxes. The report facilitates an understanding of the differences between actual and optimal policies as governments seek to establish a framework for resolving their budgetary problems in the transition.

The evidence for taking corrective action is now more compelling than ever. This report draws on case studies and other evidence to show how public policy can and should support services and infrastructure where the social returns are the highest and the use by women the greatest. It reviews progress made to date on gender issues and explores why inequalities persist. The report also stimulates ideas for creative solutions by pointing out innovative and less-than-obvious strategies that have proved successful. In Morocco, for instance, a study shows that paving the public road to school increases a girl's probability of attending classes by 40 percent.
