Building on studies that link law - both institutionally and discursively - to the legitimation of economic neo-liberalism, the book charts lawmakers' attempts to justify social welfare regulation in the language imposed by economic theory. It presents new qualitative findings from an ambitious regulatory reform programme targeting over 1,700 pieces of legislation. Bronwen Morgan argues that the interplay between economic discourse and lawmaking does not destroy the possibility of social citizenship; however, the subsequent regulatory conversations frequently silence or weaken the claims of vulnerable groups. Thus, even when vulnerable groups secure instrumental success, economic conceptions of bureaucratic rationality impoverish their capacity to express certain kinds of intangible values and aspirations. To expand or retain social citizenship requires that we learn to conceive of what matters in political economy without relying on the logic of utility or other instrumental rationalities.

My favorite passage of the book Royal Mail by Martin Daunton (1985) shows how much the Post Office of the day needed a Rowland Hill to challenge Colonel Maberly and all that he stood for. I quote from a passage describing how the Colonel, when he arrived at about 11:00 a.m. and while enjoying his breakfast, listened to his private secretary reading the morning's correspondence. Daunton records: The Colonel, still half engaged with his private correspondence, would hear enough to make him keep up a rumring commentary of disparaging grunts, "Pooh! stuff! upon my soul!" etc.

Risks to the outlook are biased to the downside since reconstruction may be constrained by availability of funding and by implementation capacity. Public sector recovery needs are estimated at about 20 percent of GDP. In 2016, a recovery in tourism and agriculture combined with further ramping-up of infrastructure projects is expected to propel growth to 5 percent.
