That act states that the Commission may consider Senate Bill 406 and Senate Bill 495 in determining the nature, scope, and aspects of the study. Section 1 of Senate Bill 406 reads: The Legislative Research Commission may study the needs of the North Carolina prison system and the feasibility of establishing work release centers throughout the State.
