The author examines the performance of the Communist logistical system from June 1950 to July 1953, explaining the failure of the United Nations air interdiction campaign in terms of the constant improvement of Communist logistical capabilities. The author concludes that the United Nations air force damaged, but was unable to destroy, the Communist distribution system. The North Koreans and Chinese Communists were able to supply their front line units sufficiently to enable them to conduct a strong static defense, which prevented a United Nations victory, and in the last months of the war, to mount strong, sustained offensive actions.

It contributes a better understanding of the significance of logistics in the American military experience, and provides an appreciation of some of the Army's logistical problems in its conduct of war from the Revolutionary War through the Korean War. Logistics covers a vast range of subjects. The word logistics came into general military use shortly before World War II, although its substance has been of concern as long as there have been armies. In Army usage it has come to include four principal elements in the support of military operations: (1) supply, including determination of requirements, procurement, and distribution; (2) transportation; (3) evacuation and hospitalization; and (4) service. In short, logistics is the application of time and space factors to war. It is the economics of warfare, and it comprises, in the broadest sense, the three big M's of warfare - materiel, movement, and maintenance. If international politics is the "art of the possible," and war is its instrument, logistics is the art of defining and extending the possible. It provides the substance that physically permits an army to "live and move and have its being."

The intent of this symposium, titled Coalition Air Warfare during the Korean War, 1950 -1953, was to focus not only on the contributions made by the armed forces of the United States, but also on those of America's allies. The diverse group of panelists and speakers included not only scholars with subject matter expertise, but also veteran soldiers, sailors, and airmen who had served in that conflict. It was hoped that the melding of these diverse perspectives would provide interesting, if sometimes conflicting, views about the Korean War. The symposium organizers designated an agenda of six specific panels for investigation, including Planning and Operations; Air Superiority, Air Support of Ground Forces; Air Interdiction and Bombardment, Air Reconnaissance and Intelligence, and Logistical Support of Air Operations. Each session began with commentary by the panel chairman, which was followed by formal papers, and in some instances included a lively question and answer session. The papers and most of the proceedings found their way into print and are recorded here in an effort to permanently capture the activities, challenges, contributions, and heroics of the coalition air forces and the airmen who fought during the Korean conflict.
