Despite indications that the majority of Muslims desired political unification based on their Islamic heritage, the Party divided them into separate "nationalities" along narrow ethnic lines, incorporated most into the RSFSR, and attempted to uproot traditional Islamic institutions and customs under the aegis of class war. Resistance took the form of pan-Muslim nationalism, a reformist political conception with roots in the Near East. This conflict not only aborted the export of revolution to the Islamic world, contributing to the passing of the revolutionary era in Russia, but aided Stalin's rise to power. Soviet policy succeeded politically, defining the terms of interaction between Russians and Soviet Muslims for the next 70 years, but failed culturally in 1921-22, when the Party was forced to suspend its "war on Islam" as the price of political control.

Book excerpt: Between the founding of Soviet Uzbekistan in 1924 and the Stalinist Terror of the late 1930s, a nationalist cinema emerged in Uzbekistan giving rise to the first wave of national film production and an Uzbek cinematographic elite. In Cinema, Nation, and Empire in Uzbekistan Cloé Drieu uses Uzbek films as a lens to explore the creation of the Soviet State in Central Asia, starting from the collapse of the Russian Empire up through the eve of WWII. Drieu argues that cinema provides a perfect angle for viewing the complex history of domination, nationalism, and empire (here used to denote the centralization of power) within the Soviet sphere. By exploring all of film’s dimensions as a socio-political phenomenon—including film production, film reception, and filmic discourse—Drieu reveals how nation and empire were built up as institutional realities and as imaginary constructs. Based on archival research in the Uzbek and Russian State Archives and on in-depth analyses of 14 feature-length films, Drieu’s work examines the lively debates within the totalitarian and so-called revisionist schools that invigorated Soviet historiography, positioning itself within contemporary discussions about the processes of state- and nation-building, and the emergence of nationalism more generally. Revised and expanded from the original French, Cinema, Nation, and Empire in Uzbekistan helps us to understand how Central Asia, formerly part of the Russian Empire, was decolonized, but later, in the run-up to the Stalinist period and repression of the late 1930s, suffered a new style of domination.

For several decades, conflicts within states rather than between them have been the prevalent form of organised political violence worldwide. Recent conflicts in Afghanistan, Iraq, and Syria have fired interest in colonial experiences of rebellion, while current western interventions in sub-Saharan Africa have prompted accusations of 'militarist humanitarianism'. Yet, despite mounting interest in counter-insurgency and empire, comparative investigation of colonial responses to insurrection and civil disorder is sparse. This narrative claims that in the last two years (1987-88) of the Iran-Iraq War the Ba’thists dominated the fighting using gas attacks. According to this narrative, the Ba’thists also used gas in a fearsome campaign of extermination against the Kurds of northern Iraq. This book argues that, contrary to conventional wisdom, the Iraqis trained hard to turn the tables on Iran in the last months of the war and won by superior generalship without the use of gas. Further, it was only when the Iranians conceded defeat that the Iraqi army went north and—in the space of nine days, using conventional arms—suppressed pockets of Kurdish insurgent unrest. The book also examines how publicists exploited the myth of the Kurdish holocaust as justification for America to declare war on Iraq. It exposes a scheme laid out before the war that aimed to defeat Iraq, deconstruct it, and create an autonomous Kurdish Regional Government which would then let lucrative oil concessions to interests mainly in the west. The intrigue accomplished two things: it subverted Iraq’s oil nationalization law which forbade granting concessions to foreigners, and it ended Iraq’s existence as a sovereign nation-state.

Book excerpt: Since the beginning of the World Health Organization, many of its staff members, regional offices, member states, and directors-general have grappled with the question of what a 'spiritual dimension' of health looks like, and how it might enrich the health policies advocated by their organisations. Contrary to the wide-spread perception that 'spirituality' is primarily related to palliative care and has emerged relatively recently within the organisation, this study shows that its history is considerably longer and more complex, and has been closely connected to the WHO's ethical aspirations, its quest for more holistic and equitable healthcare, and its struggle with the colonial legacy of international health organisations. While such ideals and struggles silently motivated many of the key actors and policies - such as the provision of universal primary healthcare - which for decades have embodied the organisation's loftiest aspirations, the WHO's official relationship with 'spirituality' advanced in fits, leaps, and setbacks. At times creative and interdisciplinary, at others deeply political, this process was marked by cycles of institutional forgetting and remembering. Rather than as a triumph of religious lobbyists, this book argues, the 'spiritual dimension' of health may be better understood as a 'ghost' that has haunted - and continues to haunt - the WHO as it comes to terms with its mandate of advancing health as a state of 'complete well-being' available to all.
