Book excerpt: This discussion paper is a step toward meeting Canada's climate change commitments with regard to developing a plan in consultation with provinces, territories, stakeholders, and Canadians. It first reviews Canadian actions to address climate change issues, summarizes what is known about climate change & its expected impacts on Canada, and assesses the framework provided by the Kyoto Protocol for how those issues might be addressed. Conclusions are presented regarding the size of the climate change challenge, the potential economic impacts & co-benefits of action, the basic policy instruments available to governments, and risks surrounding any policy approach. Finally, policy options considered & evaluated by Canada are set out for discussion. Appendices include a summary of results of modelling the economic impacts of climate change policy; descriptions of targeted measures for all options; and a possible formula for allocating permits under domestic emissions trading.
