To counter this threat, the United States intends to build an integrated joint theater missile defense (JTMD) with an active defense system capable of operating in a fully automated mode. Since doctrine, by definition, prescribes the method for employing combat forces, it is incumbent on the U.S. military to determine the best doctrine for employing this JTMD system. Current doctrine is inadequate in that it fails to provide the joint force commander (JFC) with the guidance necessary to organize the theater for JTMD. Future doctrine should, as a minimum, guide the JFC in making the organizational, informational and operational decisions necessary to deploy the JTMD system. In light of the continued rapid proliferation of TBMs, this doctrine must give the JFC the guidance necessary to make optimum use of JTMD assets. To ensure this optimum use, a JTMD system must include centralized command and control of active defense assets. Depending on the severity of the threat, the commander responsible for JTMD should be either the JFACC, AADC or a specifically designated JFMDC.

This thesis explored two subproblems. The first subproblem was to identify, analyze and interpret the existing joint and service doctrine on command and control aspects of active defenses against ballistic and cruise missiles. The second subproblem was to identify, analyze and interpret historical aspects of the evolution of current joint command and control doctrine that might be illustrative to the main problem statement. This thesis recommends changes to joint doctrine and command and control infrastructure to improve the efficacy of active theater missile defenses.

An examination of current doctrine and past performances in the missile defense arena reveal that a joint force missile defense component commander should be appointed in theaters requiring missile defense. This component commander should also have tactical control of joint forces possessing missile defense capabilities in order to truly give the joint force commander centralized command and control with decentralized execution of this critical mission.

Book excerpt: By incorporating theater missiles into Joint Pub 3.01, "Doctrine for Countering Air and Missile Threats," the Joint Staff risks subsuming the most potentially catastrophic strategic, operational, and tactical threat poised against U.S. forces and the nation's regional interests. Since the Gulf War, U.S. forces have made great progress in developing Joint Doctrine and weapon systems to counter theater missiles. Lessons learned from the Gulf War indicated that countering theater missiles under the deliberate, centrally controlled framework of theater air defense was not effective. This precipitated the publishing of Joint Pub 3.01-5, "Joint Doctrine for Theater Missile Defense." This Joint Pub legitimized theater missiles as a major threat to U.S. forces requiring unique and focused efforts to counter them. The Joint Staff is now in the process of incorporating both air and missiles under one doctrinal manual in an effort to preserve the JFACC's unity of command over his/her battlespace. In so doing, theater missiles will potentially be placed into the category and framework that was deemed inadequate for the counter missile battle 6 years ago. Currently, the Army has made the most progress in integrating the operational elements of Joint Theater Missile Defense into a holistic system of doctrine and hardware, facilitating a responsive and decentralized framework to counter the unique aspects of the theater missile battle. The best way to integrate the advances made by the Army in Joint Theater Missile Defense and facilitate the JFACC's unity of command is to establish the Army as the Joint Theater Missile Defense Coordinator. This coordinator would be the focal point of all Theater Missile Defense functions, integrating the unique capabilities of all services into a seamless theater wide architecture. In this way the JFACC could exercise unity of command without subsuming the most important threat and sub-optimizing the gains made by the Army in TMD operations.

CWC doctrine addresses the issues of force synchronization, flexibility, unity of command, delegation of authority, centralized planning and decentralized execution, options for close control to control by negation, tempo, firepower and simultaneous combined arms operations. Designation of a Carrier Battle Group Commander as the Joint Force Commander and/or the Joint Force Air Component Commander in the initial phases of an operation, D-5 to D+1O, is an excellent means of leveraging the power of the CWC doctrine. The CVBG arrives in the theater ready to accomplish the mission of an enabling JFC/JFACC. Aegis cruisers and destroyers have the hard kill weapons system, radar and trained personnel to accomplish the TMD mission of the JFACC. As the theater becomes more complex the CVBG would transfer the JFC and/or JFACC missions to larger or more robust staff.

Book excerpt: The U.S. has established a rudimentary Ballistic Missile Defense System capable of destroying long-range rogue nation ballistic missile threats. However, the primary nations of interest, North Korea and Iran, have not yet demonstrated a missile that is capable of reaching the U.S. This paper argues that the greater threat to the U.S. is in the form of short and medium-range ballistic missiles that can be fired at deployed U.S. forces and the operational commander's inability to effectively counter this threat. Two hypothetical scenarios are used to illustrate that U.S. weaknesses exist in the lack of sufficient defensive capability to counter the threat, and in an insufficient command and control structure. This paper advocates a shift of ballistic missile defense focus from the established homeland defense to protection of deployed forces, allies and friends of the U.S. This can be accomplished through accelerated development and deployment of theater defensive systems, and the establishment of theater missile defense commanders who will support U.S. national missile defense in a building block approach.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
